- Questions & Answers 1.Is there an incumbent contractor? If so, who is it? There is not an incumbent contractor per se; however this effort will continue work initially undertaken with Microsoft Corporation via an existing Enterprise Agreement contract. Microsoft Consulting Group has performed extensive work directly related to this innovation project, including a kick-off and follow up meetings, identification of candidate topic/projects for inclusion in this effort, initiating knowledge mapping for those areas of focus, extensive education of the VA team on core concepts of knowledge management such as governance, metrics, value and process streams, and on the capabilities of the applications that will be used in this effort. 2.In item 1 of the qualifications it calls out the "1. Access to source code ¦". I wanted to get clarification on this. Do you mean, access to source code via an application programming interface (API) so that custom workflows can be built? Or do you mean having access to the actual source code designed, developed and maintained in Redmond, Washington at Microsoft Corporate? Obviously, the later would be difficult for a small business to make happen. We believe that access to the actual source code designed, developed and maintained in Redmond, Washington at Microsoft Corporate is necessary to accomplish the integrations and migrations anticipated for this project. The project calls for non-standard features (Visio modeling with connectivity to SPS and workflows). The team will use as many out of the box features as possible but will need to use custom components as well. Having the most thorough knowledge of the product possible will be beneficial in building the custom components especially since Visio 2010 and SharePoint 2010 have just been released and Microsoft Consulting Group have been working with the product since it was in beta. 3.To the best of my knowledge the Microsoft Office 2010 platform has been release to manufacturing (RTM) and will be available generally in the next couple of weeks. That being said the TAP is designed for pre-release products (http://blogs.msdn.com/mwcc/archive/2005/01/04/346485.aspx) and many of the TAPs are completed for 2010 already. So I am not sure how this is a qualification hat is relevant at this time in the Microsoft release cycle. We have worked with customers and Microsoft for the TAP in the past, but we just need some clarification about what you are looking for. Although MS2010 is on the verge of release, it may be a while before the VA obtains it and distributes it. Therefore, we anticipate the project will be built in 2007 applications and will need to be set up with migration to 2010 in mind. Our intent is to ensure that the resulting knowledge asset management system will continue to evolve utilizing the most advanced tools available from Microsoft. Access to TAP will enable us to incorporate new technologies and minimize obstacles when migrating to or interfacing with new or updated software. In addition to preparing for MS 2010 and beyond the scope of the initial build of the application, it is consistent with this project's focus to identify and incorporate emerging technologies for the purpose of furthering the capture and use of knowledge assets within VA. Direct access to TAP will provide VA with the ability to work with such technologies. 4.The notice identifies Puget Sound as an administration point for the proposed work. Does this mean that the work will be in the state of Washington or is the work in New Jersey or in VA sites throughout the US? The work will be done at the contractor's place of work with periodic meetings in Tacoma or Seattle, Washington. 5.The requirement for access to Microsoft Technology Adoption program is a very selective requirement and will screen out most companies from participating in any subsequent procurement. Was this the intent? What is the benefit expected from this requirement versus the cost of screening out most of the available resources? Our intent is to ensure that the resulting knowledge asset management system will continue to evolve utilizing the most advanced tools available from Microsoft.
