- THIS RFQ IS HEREBY ISSUED AS A COMBINED SYNOPSIS/SOLICITATION. ALL DETAILSPERTAINING TO PROPOSAL SUBMISSION REQUIREMENTS AND THE ENSUING CONTRACT ARE INCLUDED TO THIS ANNOUNCEMENT AS AN ATTACHMENT. THE CLOSING DATE AND TIME FOR THIS SYNOPSIS/SOLICITATION SHALL BE 15 JUNE 2010, AT 1400 (2:00 PM) EST. GOOD LUCK, AND THANK YOU FOR YOUR INTEREST IN THE SQFS SOLICITATION. A.1 End Item Identification. The U.S. Army has a requirement for a Sniper Quick Fire Sight (SQFS). The U.S. Army Snipers have a requirement for an SQFS Kit to augment close quarter battle (CQB) on the M110 Semi-Automatic Sniper System, M24 Sniper Weapon System, and Mk13, and Precision Sniper Rifle (PSR) while using the two eyes open method of sighting. The SQFS will serve as a back-up reflex optic to engage targets that are within a proximity too close to employ the Sniper Weapon Optic. This solicitation will procure a Commercial Off-The-Shelf (COTS) item that meets all the requirements of this solicitation contained herein. A.2 Solicitation Procedures. This solicitation has been written in accordance with FAR Part 13 (Simplified Acquisition Procedures, or SAP) as a Request for Quote (RFQ). As outlined in FAR 13.004, a quotation is not an offer, and consequently, cannot be accepted by the Government to form a binding contract. However a contract is established when the offeror responds in one of the following respects: A) accepts/signs the contract, B) indicates acceptance of the contract by notification to the Government (preferably in writing), or C) proceeding with work to the point where substantial performance has occurred. A.2.1 Combined Synopsis/Solicitation. In accordance with FAR 13.5(a), this solicitation is authorized as a test program use of SAP for supplies which are to be used in support of a contingency operation. With this understanding, the combined synopsis/solicitation will be utilized in accordance with FAR 13.105(b). A.3 Contract Type/Source. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with production firm fixed price (FFP) delivery orders will be awarded to the offeror or offerors who represent the best-value to the Government. An IDIQ contract permits flexibility in both quantities and delivery schedules when the exact times and/or exact quantities of future deliveries are unknown. The Government will reserve the right to make a single award or multiple award(s) under this solicitation. Refer to section H for details regarding Delivery Order Evaluation. A.4 Deliveries. A quantity of five (5) complete Bid Samples are required to be provided with the contractors proposal, at no cost to the Government. Monthly production deliveries shall be determined at the time each Delivery Order is issued (See section F). In accordance with FAR 16.504(a)(1), the following min/max ordering quantities will apply to the contract at large; MINIMUM ORDERING QUANTITY:325 UNITS; MAXIMUM ORDERING QUANTITY: 6,500 UNITS.
