This solicitation has been written in accordance with FAR Part 13 (Simplified Acquisition Procedures, or SAP) as a Request for Quote (RFQ). As outlined in FAR 13.004, a quotation is not an offer, and consequently, cannot be accepted by the Government to form a binding contract. However a contract is established when the offeror responds in one of the following respects: A) accepts/signs the contract, B) indicates acceptance of the contract by notification to the Government (preferably in writing), or C) proceeding with work to the point where substantial performance has occurred. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with production firm fixed price (FFP) delivery orders will be awarded to the offeror or offerors who represent the best-value to the Government. An IDIQ contract permits flexibility in both quantities and delivery schedules when the exact times and/or exact quantities of future deliveries are unknown. The Government will reserve the right to make a single award or multiple award(s) under this solicitation. Refer to section H for details regarding Delivery Order Evaluation. A.4 Deliveries. A quantity of five (5) complete Bid Samples are required to be provided with the contractors proposal, at no cost to the Government.
