Description
ERDC Contracting Office intends to solicit - ON A SOLE SOURCE BASIS under the authority of FAR 13.5 for computer boards and parts for ultrasonic rail testing truck from DAPCO INDUSTRIES, INC., 241 ETHAN ALLEN HWY, RIDGEFIELD, CT 06877. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to ellaine.r.james@usace.army.mil. Please use solicitation number referenced in the subject line. Response date is Wednesday, 19 May 2010, COB. The Airfields and Pavements Branch of the Geotechnical and Structurees Laboratory manages the US Army Railroad Inspection Program as part of the Installation Management Command's (IMCOM) Army Transportation Infrastructure Program (ARIP). The railroad program is responsible for about 1,500 miles of active railroad owned by the Army in the USA. These railroads require both physical (visual) inspection as well as ultrasonic (internal flaw) inspection. In early 2008, the ERDC received delivery of a contract-purchased, IMCOM funded, hi-rail ultrasonic railroad track testing truck. The truck chassis was acquired by DAPCO Industries, Inc. DAPCO fitted the chassis with its own proprietary ultrasonic equipment, hardware, and software to produce an ultrasonic testing truck. The heart of this system is the central processor, which contains six removable control/receiver/processor computer boards. These, as well as various other serviceable/replaceable parts and components, are proprietary and solely supplied by DAPCO Industries, Inc. This requirement will replace computer boards, fuses, testing wheels, and other components that must be replaced during normal usage of this equipment.
