- PRE-SOLICITATION NOTICE IS AN IDIQ CONTRACT FOR FINAL INSPECTION AND RELATED COTR SERVICES FOR MONUMENT AND MEMORIAL REPAIR SERVICES FOR THE NATIONAL CEMETERY ADMINISTRATION LOCATED THROUGHOUT THE CONTIGOUS 48 STATES. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-RP-0061 for the following: The VA National Cemetery Administration (NCA) has an IDIQ Contract for Monument Inspections within the Contiguous 48 States to evaluate and assess professional conservation and repair of historic structures and objects, including: Historic monuments and memorials, private headstones/markers, ornamental artifacts (cannon, tablets and plaques, seals), and related resources. Bidders must at minimum meet the Secretary of the Interior's Professional Qualification Standards-part of the Secretary's Standards and Guidelines for Archeology and Historic Preservation-for appropriate disciplines. Awards will be made by Memorial Service Networks (MSN) as established in the solicitation. COST MAGNITUDE: The magnitude of this project is between $250,000 and $500,000. CONTRACT DURATION: Performance period is for a Base Year + 1 Option Year (if exercised) from the date the Notice to Proceed is signed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES MULTIPLE AWARDS OF A FIRM FIXED-PRICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 12 to responsive, responsible contractor(s) responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation documents will be available as stated above, on or about 05-25-10. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SUBMITTING BIDS: Based on the above release date, bids will be due in our office on 6-25-2010 at 2:00 PM Eastern Time. When submitting bids or offers to our address it is highly recommended that an over night service is utilized. There are unusually long delays associated with the delivery of US Postal Service first class and/or priority mail to government offices in Washington DC.
