For further information regarding this Amended DRFP, reference the attached DSC Executive Summary Letter located in the Files Section herein. The amended DRFP, Section J documents, will be made available on CDs via the GMD technical data/ bidders’ library. These CDs are expected to be available no later than May 21, 2010. To receive the Section J documents/CDs, you must send an email request to the Mr. Tim Cole at timothy.cole@mda.mil. While the Section J documentation/CDs will only be provided as requested, all current authorized recipients will automatically receive the next technical data library release, which is expected to occur mid May 2010 and the end of June 2010. To support the Interceptor Fleet Management Task Order, a risk database list of issues that can be used in updating the Integrated Fleet Assessment (IFA) is available in the unclassified and classified technical data library releases. Throughout the pre-solicitation phase, the Government plans to add, as becomes available, technical data and other information to the bidders’ library. The bidders’ library contains classified and export-controlled data, therefore, access will be restricted to personnel who have been cleared by MDA contracting and security officials. Please note that those that have not been previously cleared for the GMD bidders’ library must be cleared prior to issuance of the Section J documentation. The procedure for receipt and review of requests for library access is to obtain and sign a GMD Bidders’ Library Access Agreement. This form may be obtained by contacting Mr. Tim Cole at timothy.cole@mda.mil. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors, i.e., any given contractor could propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams. Further, the government does not intend to impose any restrictions on team membership after award, except as may be necessary to prevent organizational conflicts of interest between this requirement and advisory and assistance contracts in support of the GMD Joint Program Office. The Government intends to award, on a best value basis, a contract based on the quality and the content of the proposals received. Offeror’s should formulate proposals using, to the greatest extent practicable, any technical data, computer software or computer software documentation (as defined in DFARS 252.227-7013 and DFARS 252.227-7014) generated in the performance of a Government contract. Therefore, all offerors are given express Government permission to use technical data or computer software or computer software documentation for which the Government has a royalty free, world-wide, nonexclusive, irrevocable unlimited or government purpose license as established and defined in DFARS 252.227-7013 and DFARS 252.227-7014. Such clauses as those referenced herein can be found in the existing GMD contracts HQ0006-01-C-0001, HQ0147-09-C-0007 and HQ0147-09-C-0008. Determinations as to the Government's rights for any technical data or computer software generated in the performance of the referenced contracts or any subcontracts should be made in reliance upon contractor or subcontractor records established in accordance with paragraphs (g) of DFARS 252.227-7013 and 252.227-7014. Additionally, offerors are directed to the provisions of paragraph(k) of DFARS 252.227-7013 and 252.227-7014 for matters concerning existing subcontractors, under the referenced contracts. For the purpose of existing DD 254 conditions the term "need to know” encompasses participation under this competition. The proposal must encompass and be compliant with stated requirements. Open teaming between offerors and the incumbent OEMs is encouraged; see FAR 3.301 (Reports of Suspected Antitrust Violations). Offerors who intend to propose as a DSC prime contractor and have an interest in visiting GMD facilities are requested to email Mr. Tim Cole at, GMDD&SCompetition@mda.mil, no later than May 21, 2010. The request must include the facility name and GMD equipment you have an interest in viewing. The potential site visits will be scheduled during the weeks of July 7-16, 2010, and are limited to five individuals per prime Offeror team. Due to Government resource and time constraints, these site visits will be conducted with interested prime Offeror teams in attendance. In order to be considered for a site visit, Offeror personnel must possess and maintain at least a SECRET security clearance and proposing prime contractor facilities must be cleared at the TOP SECRET level. Release of this amendment to the DRFP is NOT a commitment by the Government to award a contract and the Government is NOT responsible for any costs incurred as a result of this release. Written comments/questions in regards to the amended DRFP are due to this office NLT May 21, 2010. Please be advised that all communications concerning this acquisition (including, but not limited to, management/technical issues, pricing issues, administration issues, and proposal issues) must be coordinated through the Procuring Contracting Officer (PCO), Ms. Michele Williams at michele.williams@mda.mil or the Contract Specialist, Mr. Tim Cole at timothy.cole@mda.mil.
