Description
This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #E8650100011 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 561730 Small business size standard: NTE $7 Million in annual revenue. The proposed contract is 100% set-aside for small business concerns. Service Contract Act wages apply WD 05-2023 Rev 11. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). Quoters shall e-mail their quotations to Deborah Cimmer at deborah_cimmer@nps.gov. Quotes shall be submitted so as to insure arrival by 2:00 pm Mountain Standard Time, Tuesday, June 8, 2010. Statement of Work Hazard Tree Treatment for Montezuma Well Unit of Montezuma Castle National Monument 2010 The National Park Service (NPS), Montezuma Castle National Monuments has a requirement wherever developed areas within or immediately adjacent to the Park exist, the management of hazard trees in all of its forms may be performed.This project is programmatic in nature and park-wide in extent. Hazardous tree pruning and removal is required for the Montezuma Well unit for visitor and employee safety. WORK TO BE PERFORMED BY CONTRACTOR. The Contractor shall provide/supply all the materials and labor to remove and prune the hazard trees. 1.Contractor will professional prune fifteen (15) trees, fell and or remove two (2) trees and remove one (1) stump that are located near the picnic area and along the irrigation ditch. 2.The work consists of removing selected trees and stumps and pruning tree limbs deemed to be hazardous to the public and/or park resources. The contracting officer or their representative will identify and tag the trees and limbs for removal and thinning. 3. The work includes the proper removal and disposal of all debris from the site.4.Supervision of all work by an experienced and certified arborist is required. The arborist will be present on site at any time the contractor is performing work and is at the expense of the contractor5.Contractor will be lowering material to the ground utilizing rigging techniques to prevent damage to ground and nearby objects that maybe located nearby. 6.On selected trees work will include the removal of all dead wood, rotted stubs and infested and structurally weak branches. Cuts will be made close to trunk or branch. 7.Some selected trees may require complete removal. Stumps and roots will be cut flush to the ground. Where open grass exists or is planned, remove stumps and roots a minimum of 3 inches below grade. Fill stump and root holes as directed.8.The contractor will take all necessary care and steps to prevent damage and negative impacts from the tree work on all park resources and assets.9.Trees and shrubs not to be removed are to be protected from damage. Protection from damage and impact to the surrounding natural resources is the responsibility of the contractor. Negative impacts including vehicle and equipment tracks will be removed and restored at the contractor's expense.10.All constructed and cultural park assets will be protected from damage during contractor operations and is the responsibility of the contractor.11.Workplace safety is paramount. The contractor shall take all necessary measures to protect park visitors, employees and his own workers from injury. This may include providing signage, physical fencing, barricades, flagmen and lookouts to prevent unauthorized entrance to the work areas. 12.DELIVERY SCHEDULEContractor shall work continuously at the project once the work is underway. Contractor will work not perform the work in increments, nor start and stop the project. Delays will be reported immediately to the contracting officer. Work hours will be Monday - Friday 8am -4:30pm. No work is to be performed on weekends or holidays. It is anticipated that this project should be completed in 45 calendar days. OTHER PROVISIONS 1. The following regulations must be followed by contractors involved in tree removal.Title 29 of the Code of Federal Regulation (CFR) 1910.266, http://www.osha.gov Mandatory requirements listed below in 29 CFR 1910.266 and in 29 CFR 1910.266 Appendix A: Certificate for chainsaw trainingPersonnel Protective Equipment (PPE): Head protection, Eye protection, Hearing protection, Foot length leg protection (Chaps-ballistic material)Certificate for First Aid/CPR TrainingMandatory First-aid Kit 2.POTENTIAL HAZARDS Please be aware that you may encounter bee hives, scorpions, and rattlesnakes during the work hours. Immediately inform the COTR and Ranger on Duty for any medical assistance. Please be aware of heat stress, drink plenty of water throughout the day, take frequent breaks and inform COTR and Ranger on Duty if you feel any related heat stress symptoms. 3. STAGING THE WORKThe Contractor shall avoid ground disturbance outside the project area and shall minimize ground disturbance within the project area. 4.GOVERNMENT-FURNISHED MATERIALS/SERVICESThe Government will provide the following materials/services:NONE 5.
