- Draft Section M Evaluation Criteria and Standards Draft Section L Information To Offerors And Instructions For Proposal Preparation Draft Section H Contract Special Contract Requirements Draft Section B Supplies and Services Draft Performance Work Statement (Section C) The upcoming Defense Information Systems Agency (DISA) Test & Evaluation (T&E) Mission Support Service (MSS) solicitation will provide test and evaluation support for the DISA T&E Management Center (TEMC) and the DISA Joint Interoperability Test Command (JITC), in order to fulfill their DISA T&E mission. The Contractor will be required to support tasks to perform a wide range of non-personal services to encompass testing, scientific, engineering, logistic, administrative, purchasing, and ancillary support of the DISA T&E mission. The services will include all support aspects, including the operation and maintenance of the test tools, labs, networks and infrastructure, and administrative support cells. The Contractor will be required to have familiarity and knowledge of all aspects of the technical and operational characteristics of selected Command, Control, Communication, Computer and Intelligence (C4I), Automated Information Systems (AIS), Information Technology/National Security Systems (IT/NSS), tactical, strategic, and other equipment/systems, and joint and combined architectures and standards used by DoD and Government. Only the following draft documents are provided for comment in preparation for the final solicitation for these services: Performance Work Statement (PWS), Section B - Supplies and Services, Section H - Special Contract Requirements, Section L - Information to Offerors and Instructions for Proposal Preparation, and Section M - Evaluation Criteria and Standards. All documents are subject to change prior to issuance of the final solicitation. Date of the release of the final solicitation is not known at this time. The Government is particularly interested in receiving comments in the following two areas: •1) Appendix C - Acceptable Performance Levels and Standards, Performance Expectations. •2) Alternatives for award fee cost and other incentive fee structures. Any references to award fee in the documents are subject to change depending on the incentive fee structure implemented in the final contract. Please submit your suggestions and comments to the Contracting Officer during the Q&A period. Comments on any other areas are also encouraged. Questions and comments can be submitted to both mardell.miller@disa.mil and nancy.johnson@disa.mil. Q&A's will be posted as an amendment to this synopsis periodically. Final questions and comments are due by COB June 15, 2010. Further questions will not be addressed after that time until the release of the final solicitation, which will include an additional Q&A period. A pre-solicitation conference is tentatively scheduled to be held on June 9, 2010 from 0900 to 1600 at the Cochise Theater, Fort Huachuca, Arizona. The theater is in building 52026, located near the Main Post Exchange mall at the intersection of Hatfield and Arizona streets. Any changes to the conference will be posted as an amendment to this synopsis. Attendees must be registered to attend and up to three representatives per contractor will be allowed. Registration will be available by visiting the JITC website http://jitc.fhu.disa.mil/ at the JITC Recompete link, where the agenda of the meeting will be posted.
