- This is a market survey for Voice Switch By-Pass (VSBP) component parts. The VSBP component parts are listed in Attachment A and the technical descriptions in Attachment B to this posting. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. Proprietary information will be protected if appropriately marked. The FAA is not seeking or accepting unsolicited proposals. This announcement is not intended to guarantee procurement of a product and is not seen as a commitment by the Government to enter into a contract. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing VSBP component parts. The statement documents should be limited to two (2) pages. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Presently, VSBP is under contract DTFAWA-07-C-00004 with Astronics DME. This market survey is issued to ascertain the immediate availability of Voice Switch By-Pass component parts to support over 300 existing sets of VSBP component parts that are currently deployed, installed and operational at FAA Air Traffic Control Towers (ATCT) and Terminal Radar Approach Control facilities (TRACON). The VSBP component parts must be available for shipment four months after award of a firm fixed-price order. Please provide current copies of descriptive literature for your existing VSBP component parts, to include and limited to: 1.Configuration Management Plan (30 pages)2.Factory Acceptance Test Procedures (30 pages)3.Test results for the last three (3) sets of VSBP component parts that you have manufactured and tested,4.Literature that substantiates that your firm's existing VSBP component parts (30 pages) meet the FAA requirements shown in Attachment B and are backward compatibility to the over 300 existing operational FAA VSBP systems at ATCT and TRACON facilities 5.Availability of VSBP component part bid samples for non-destructive test and operational evaluation in the FAA existing VSBP operational test bed at the FAA second level engineering support facility. After receipt and review of responses to this posting the FAA intends to immediately request a set of bid samples, see Attachment C, from some or all of the vendors who submitted a response. A request by the FAA to submit a sample does not obligate the vendor to provide one nor does it indicate the likelihood of contract award should a contract for these products ever be competed and awarded in the future. The set of bid samples will be returned upon completion of our internal non-destructive testing (approximately 90 calendar days after receipt of samples). The non-destructive testing of your bid samples will evaluate the backward compatibility and compliance to the: a)Baseline technical description shown in Attachment B, and b)Over 300 existing operational FAA VSBP systems at the ATCT and TRACON facilities. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 750 employees. If your firm can provide VSBP component parts to meet the requirements described in Attachment B, Technical Description of Component Parts, please provide the information requested (see items 1. through 5. above) no later than 5:00 PM EST June 3, 2010.
