- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VAPSHCS. 2. Description of Action: This is a request for other than full and open competition for the procurement of retrofitting seven McKeon FS 100 doors that are currently installed at the Seattle VA Medical Center. 3. Description of Supplies or Services: Zesbaugh shall perform the final connections to door controls and accessories as provided by the contractor. 4. Statutory Authority: (x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: In accordance to FAR 6.302-1(a), Zesbaugh is an authorized distributor and service member of McKeon's product and is the only qualified vendor in the Western Washington region. 6. Actions to Promote Competition: The customer has determined that retrofitting the doors is the actual requirement, though it was suggested to replace all of the fire doors as advertised on GSA Advantage. There are no schedules for McKeon products or services. The requirement cannot be competed on schedule. A pre-solicitation notice on FBO notice will be posted shortly of the VA's intent to award sole source. 7. Determination of Fair and Reasonable Price: As quoted to retrofit the doors would cost $2,912.00 per door, which is more cost-effective than purchasing new doors. This would produce a potential cost savings of at least $5,068.84. Due to a comparison of similar roll up doors that have a four or more Fire rating, GSA offered a wide range of pricing from $3,636.12 up to $12,626.39 as advertised from US Chemical Storage's Roll-up door schedule GS-27F-0006V. 8. Market Survey (FAR 7.102): These doors have been purchased by McKeon or an authorized service member of McKeon's products. It is cost-effective to retrofit the doors to the current VA safety mandates and NFPA80 requirements rather than to purchase a new set of doors. 9. Other Considerations: N/A 10.
