- Description
- The Naval Air Warfare Center Training Systems Division plans to negotiate with Lockheed Martin Maritime Systems and Sensors (LMMSS) on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements'. The contractor will be responsible for developing training system simulation of the new E-2D radar system (inclusive of documentation). Key issues associated with this requirement are: schedule and performance risk due to the limited performance criteria of the new radar. The effort will consist of developing an improved performance baseline, reducing data collected from the radar lab and aircraft test flights into performance criteria, designing models and interfaces, and coding of required algorithms and interfaces for the training systems radar simulations. The estimated delivery date for this effort is 31 August 2013. Currently, the Government can not provide validated performance criteria data for the E-2D Radar system and will not have access to accepted radar simulation design data until January 2012. Training Devices are scheduled for delivery with the improved radar simulation baseline in January 2013. The Government will not own the rights to all the necessary technical data from Operational Testing for the training devices’ radar simulation until 2013. Currently, the only source of the test data is through Lockheed Martin Maritime Systems and Sensors because they are currently developing and integrating the E-2D Radar System and Common Radar Simulation. Any response to this notice of intent must show clear and convincing evidence that competition would be advantageous to the Government. The Government reserves the right in making the final determination as to whether competition would be in the best interest of the Government based on the quality of responses received. Interested sources must submit detailed technical capabilities, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Linda Hill) by close of business on Friday, 28 May 2010. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. See Numbered Note 22.****
