- Description
- The Center for Disease Control and Prevention (CDC), Division of Reproductive Health intends to award under a sole source basis, a purchase order to Seattle Children's Hospital, Seattle, Washington. The contractor shall collaborate with key international stakeholders who are currently collecting maternal samples and data to review the recommendations, determine feasibility of developing a minimum set of data elements; standardize collection and data management approaches, develop quality control standards, and identify new opportunities for further collaboration. The contractor shall produce materials that will be used by the Division of Reproductive Health to standardize definitions and phenotype classification for both preterm birth and still birth. The contractor shall demonstrate ways that outcomes from these efforts will underscore how data and specimens are collected to support future perinatal research. The contractor shall provide all labor, materials, supplies, and equipment, necessary to collect and deliver the data. This acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. The Seattle Children's Hospital is the only available source with the required expertise to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on May 29, 2010. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of responses.
