- Pre-Solicitation Conference - May 12, 2010 - Attendee List Power Point Presentation - Pre-Solicitation Conference - May 12, 2010 As a follow-up from the pre-solicitation conference attached please find: (a) The Power Point Presentation given at the Pre-Solicitation Conference (b) The Attendee List for the Pre-Solicitation Conference Question s and Answer s received on the draft is anticipated to be posted within the next two weeks. Due to high demand, on additional day has been set aside for One-on-One meetings. One-on-One meeting s are now available on March 17 th, 18 th, and 20 th. Potential offerors requests for One-on-One sessions must be received no later than 4:00 PM Eastern Time on May 14, 2010 with the header 'ETS2 MEETING REQUEST ONE-ON-ONE SESSION.' Requests still must be made via e-mail to Jeffrey M. Meyers at Jeffrey.Meyers@gsa.gov and ets@gsa.gov. The General Services Administration (GSA) is issuing Draft Solicitation Number QMAD-JM-100001-N, in support of the E-Gov Travel Services Program Management Office. The purpose of this solicitation is to provide the basis for a potential follow-on procurement, which may result in a contract with a potential period of performance of up to15 years from the date of award. The E-Gov Travel Services Program is sponsored by GSA, which serves as the Managing Partner and was chartered through a cross-agency collaborative task force that included GSA, 70+ Federal agencies, and the Office of Management and Budget (OMB). E-Gov Travel Service 2.0 (ETS2) is an End-to-End travel management service that automates and consolidates the Federal travel process in a secure Web-centric environment. ETS2 includes all aspects of official Federal business travel, including travel planning, authorization, reservations, ticketing, fulfillment, expense reimbursement, and travel management reporting. ETS 2 is a mandatory civilian Federal Government travel management service, which serves as the foundation for achieving Federal goals for government-wide travel management. GSA wishes to invite interested parties to a Pre-Solicitation Conference held on 12 May, 2010, from 1pm to 4pm Eastern Time, at the GSA Crystal Plaza 4 building at 2200 Crystal Drive, Arlington, VA. Space is limited so please limit the number of attendees to no more than four (4) per firm. Please RSVP to Ms. Michelle Ouellet at michelle.ouellet@gsa.gov with the header 'RSVP for May 12 ETS2 Pre-solicitation conference'. GSA also welcomes potential Prime contractors who anticipate submitting proposals for 1.5 hour one-on-one discussions on either 18 or 20 May during the hours of 8am-4pm Eastern Time (up to 1 hour for vendor presentation, up to 30 minutes for questions and answers). Discussion session appointments will be made on a first come, first serve basis. Companies that are participating other than Prime may contact GSA to provide their input on on-going market research. Potential Offerors interested in scheduling a one-on-one session should contact the Contracting Officer Jeffrey M. Meyers at Jeffrey.Meyers@gsa.gov and ets@gsa.gov with the header ' ETS2 MEETING REQUEST ONE-ON-ONE SESSION' NLT 12pm Eastern Time on 14 May with at least 3 preferred dates/times. GSA will confirm allocated times and DC area meeting location by 12pm Eastern Time on 17 May. Potential Offerors should be prepared to present the following topics in their one-on-one session: 1) Describe the top 5-10 elements your ETS2 service will include that achieves the vision for and further propagates adoption of government-wide travel management. 2) Describe how you as the Prime contractor will establish and foster an environment of government-wide collaboration among any subcontractors/partners and with the Federal government managing partner, GSA, and all Federal agencies. 3) Provide your preliminary reaction to the draft RFP in terms of strengths, and areas of clarification or improvement. Written comments regarding this draft solicitation should be provided via e-mail to Jeffrey M. Meyers, at ETS@gsa.gov no later than 26 May 2010 NLT 4pm Eastern Time with the header 'ETS2 COMMENTS REGARDING DRAFT SOLICITATION'. Comments received after that date and time will not be considered. All comments must be submitted using the Standard ETS2 Draft RFP Comment Template which is attached to this synopsis. Template instructions are provided therein. It is not the intent of the Government to respond in writing to specific questions, rather Industry questions will be used in consideration for the final solicitation document. If a procurement action is taken, any r esultant contract is expected to be indefinite delivery, indefinite quantity (IDIQ) and awarded under FAR Part 12. All responsible sources may attend the pre-proposal conference, which is planned for the after the final solicitation is released.
