- THIS MODIFICATION IS TO EXTEND THE BID DUE DATE FROM JUNE 15, 2010 TO JUNE 22, 2010. CONTRACTORS ARE REQUIRED TO ATTEND THE PRE-BID WALK THROUGH TO BE ELIGILBLE TO BID ON THIS PROJECT. STATEMENT OF WORK AND ALL OTHER CONDITIONS REMAIN THE SAME. Renovation (Carpet, Paint) of the Great Lakes Science Center's South Office Area A.General Information and Background The Great Lakes Science Center (GLSC) has a requirement to contract with a general contractor to renovate (carpet, paint) the south end of the Center's research facility. The south wing of the facility is located on two floors, ground floor and first floor. It includes offices for management, administration, research biologists, technicians and support employees. Also contained in this area are the Center's library, computer sciences and a large conference room. The south end stairway from the ground floor to the first floor shall also be included in the renovation project. The main Center building was constructed in 1964. Over the years through mission changes, moving of employees and structural changes to offices and other areas, the south end of the building has deteriorated to a point where patching, painting and new carpet are a necessity to bring it back to its original condition. The south wing consists of approximately 55 office areas, a stairway, Large Conference Room, Library and IT area. Also included are the Center's Lunch Area, five bathrooms and Lobby. The total area measures approximately 25,000 sq. ft. (The Contractor shall field verify all measurements.) Areas requiring renovation carpet/paint shall include but may not be limited to the following: Ground Floor areas G-01 through G-32; First Floor 101 through 125 and south stairway. The five bathrooms in these areas shall also be included. Areas G-11, G-31, G-32, 122, 123 bathrooms only require painting. All other areas are carpet and paint. B.Scope of Work The Great Lakes Science Center is a fully functional research facility. Its mission provides important and necessary information for resource managers to make decisions, set rules and regulations and provide guidelines for the important resources of the Great Lakes Basin and surrounding areas. Both short and long term research shall not be compromised during the construction phase of this project. To avoid as much disruption as possible, and allow the Center to remain functional, this project shall be mandatorily phased in the following priority. Each phase shall be completed and fully inspected by Center management before the next phase can begin. The Contractor shall develop schedule and timeline for each phase at the start of the contract. This schedule shall be approved by Center Management before any actual construction may begin. Phasing Areas and Priority OrderPaint, Carpet South End GLSC 1.Library, Conference Room, Computer Services 2.Ground Floor, east side of hallway 3.Ground Floor, west side of hallway 4.Ground Floor hallway, south stairway and Lobby 5.First Floor, east side of hallway 6.First Floor, west side of hallway 7.First Floor hallway, south stairway and lunch area Construction Phase 1.The Contractor shall empty each area as necessary of furniture, wall hangings, equipment and materials required to properly prepare, prep and safely and efficiently organize each area for painting, new carpet and cleaning. Furniture and such may be stored along one side of the hallway of the phase being worked on with approval of the Center's Administration Officer such that the flow of employee traffic is not impaired in any way. A large clear path including being large enough for ADA employees shall be mandatory during each construction phase. Fire extinguishers, doorways and alarm pull stations shall not be blocked in any way. Additional furniture, items and materials necessary to be stored to complete the work shall be stored at the Contractor's expense in other locations approved in advance by GLSC management. A complete and accurate written inventory and floor plan shall be mandatory to assure all items are returned to those proper locations after painting and carpeting. 2.After removal of necessary items, Contractor shall patch, repair and prep all areas in each phase requiring painting. A pre-paint inspection shall be mandatory before new paint is applied to any and all areas required. This inspection shall be completed in a timely manner by the Center's Administration Officer. 3.Where required, wherever original carpet is located tear out old carpet and prepare, prep, floors for new carpet. 4.Paint all required areas in each phase with a minimum of two coats. This shall include but may not be limited to all walls, some doors and door trim. Paint types (manufacturer and colors) shall be provided as submittals for approval. 5.Install new carpet in each phase as required. All hallways, Lobby and Lunch Area shall also require new carpet. Carpet types (manufacturers and colors) shall be provided as submittals for approval. All necessary carpet thresholds shall be included. 6.After new paint and carpet, thoroughly and completely clean all areas to prepare for employee occupancy. Cleaning of all interior windows shall be included. An inspection shall be mandatory of each area before replacing furniture and such. The Center's Administration Officer shall perform all inspections. 7.Safely and efficiently move all furniture and items back into their proper locations per occupant's approval. Any and all damaged or destroyed items shall be replaced at the Contractor's expense. A thorough timely inspection of each phase shall be completed by the Center's Administration Officer before any work shall begin on the next phase. VERY IMPORTANT Safety - The Contractor shall be required to work in a safe manner. Each phase area will have Center employees working in approximate locations of the phasing work. It shall be the Contractor's responsibility to assure all workers, subcontractors and construction management are aware of this. Contractor ground rules contained in this Statement of Work shall be 100% followed. Anyone not obeying shall be immediately removed from the site. The Contractor shall be responsible to field verify any and all measurements, field conditions, locations and contract requirements. Additional expenses incurred under this contract due to Contractor's failure to do so will be at their expense. A Construction Manager (Supervisor) for the project shall be required to be on the work site at all times during construction. The GLSC maintains an automatic fire alarm and fire suppression system to alert Center employees of emergency situations. This system is extremely sensitive. The Contractor shall make any necessary arrangements to assure the system is not accidently activated. Smoke and heat sensors are located throughout the building and, if tripped, will fill the sprinkler system with water and cause extreme disruption. The Contractor shall provide that no accidental tripping or activation of this system take place. C.Contractor Ground Rules THE FOLLOWING WILL NOT BE TOLERATED 1.Use of Center bathrooms will be permitted by Contractors.. 2.Unless work necessitates or requires, no touching of any materials, belongings, and such. 3.No looking in drawers, cabinets, fish holding tanks, etc. 4.There is to be no wandering the building; workers shall be required to stay in the areas where the work is being performed. 5.No foul language. 6.No bothering Center employees. 7.No theft (we will be watching). Work only during the hours of 7:00 am to 4:00 pm. These ground rules are mandatory - no exceptions. Anyone not obeying will be removed from the site and not allowed to return. CONSTRUCTION PARKING, STORAGE, BATHROOMS Parking for all construction workers will be located in the area adjacent to the Maintenance Building and Loading Dock. Some construction storage will be available in the Maintenance Shop and the G46 mechanical area. Construction deliveries shall be made at the Maintenance Shop area by the Loading Dock. Temporary badges and key cards shall be assigned to specific workers for only the construction work hours of 7:00 am to 4:00 pm Monday through Friday. Construction dumpsters shall be located in construction parking area. D.Scope of Work A complete statement of the Scope of Work required for this project will be provided to potential bidders. This will include drawings, work requirements, schedules, time frames, submittal requirements, existing conditions, special contract requirements and specifications. A pre-bid meeting along with a pre-construction meeting shall be a mandatory requirement for award of this contract. IMPORTANT Hallways, Lobby, Lunch Area painting and carpet shall be completed only on weekends. Commencement, Prosecution and Completions of Work: Normal work hours shall be 7:00 am to 4:00 pm Monday through Friday. The Contractor shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the Contracting Officer's Technical Representative (COTR). Request to work times other than normal hours shall be made in writing. The Contractor shall employ sufficient personnel and equipment and order supplies to accomplish the work of this contract within 120 calendar days of the Notice to Proceed. Progress Schedule: The Contractor shall submit a project schedule to the Contracting Officer's Representative (COR) for approval within five days after receipt of the Notice to Proceed. The progress schedule shall be a chart, which graphically depicts the proposed sequence to accomplish each work feature or operation. It shall show start dates and completion dates for each event on a horizontal time scale, including Owner's move-out and move-in activities for each phase of work. The progress schedule time scale shall begin with the Notice to Proceed and indicate the number of days to completion. The schedule will be the reference to which the Contractor progress and effort are compared. SPECIAL CONTRACT REQUIREMENTS List of Subcontractors: For purposes of monitoring compliance with the insurance and payroll reporting requirements of this contract, the contractor shall furnish a list of all subcontractors to the Contracting Officer. This list shall be sent with the performance and payment bonds. Transporting of Debris and Material: All demolished materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site daily. Contractor is to provide dumpster for construction use and shall not use the Owner's dumpsters. Construction dumpsters shall be located in construction parking area. Disposal of Debris: All materials and equipment designated for demolition and/or cutting as shown in the contract drawings shall be demolished and disposed of properly by the contractor. If suspect materials are encountered, immediately notify the building engineer. Access and Use of Site: A construction manager (supervisor) for this project shall be required to be on the work site at all times during construction. The contractor will be provided an area or areas for storage and/or an office trailer. The area shall be designated at the time of the pre-bid site visit by the building engineer. The contractor shall be responsible for the cleanliness of these areas and their temporary facilities. Temporary badges and key cards shall be assigned to specific workers for only the construction work hours of 7:00 am to 4:00 pm Monday through Friday. The contractor shall require the daily sign-in of all contractor and subcontractor employees (date, name, arrival time, departure time). Parking for all construction workers will be located in the area adjacent to the Maintenance Building and Loading Dock. The GLSC facility engineer shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment and materials due to the ongoing research program at GLSC. Some construction storage will be available in the Maintenance Shop and the G46 mechanical area. Storage and security of materials and equipment as required for the performance of the contract requirements is the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Construction deliveries shall be made at the Maintenance Shop area by the Loading Dock. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the COR, at no additional cost to the government. Site Cleanliness: The contractor shall maintain the site free of construction debris outside of approved containers (dumpsters). The contractor shall provide dust protection and shall maintain cleanliness of the work site by promptly removing debris, tools, and excess material, vacuuming carpeted floors, and wet-mopping tile floors. The contractor shall provide plastic sheeting and shall cover any and all remaining nearby furniture, carpet tile, floor tile, computer, office and lab equipment to prevent dust from settling directly on these items. Contractors Conduct: Workers are to respect the privacy and value of the Owner's belongings that remain in work areas. Unless work necessitates or requires, these items shall not be touched. No looking in drawers, cabinets, fish holding tanks, etc. There is to be no wandering the building; workers shall be required to stay and work in areas being worked on. Construction workers may use the GLSC toilet facilities. No bothering GLSC employees. No foul language. No theft. No smoking inside the buildings. No illegal drugs on site. Environmental Protection: The contractor shall perform all work and activities in accordance with local, state and federal environmental regulations. Outages and Interruptions: The contractor is advised that the GLSC is continuing its research functions during the construction contract. All outages and interruptions (utilities including water, electricity, heating, cooling, natural gas, etc.) required for the performance of the contract work shall be approved in advance by the GLSC Facility Engineer. The contractor is to request an outage not less than one week (seven days) in advance, providing a list with the start time/date, extent and duration of impacted utilities for consideration by the GLSC. The Facility Engineer will either approve the specific outage or provide alternate dates for the interruption in support of Center research program requirements. Notice to the Government of Delays: In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the Contracting Officer and the COTR in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the government of any delivery schedule or date or any rights or remedies provided by law or under this contract. Pre-Construction Meeting: The contractor shall have the project manager and the field superintendent available on site for a pre-construction meeting prior to the commencement of work for this project. The COR will conduct a pre-construction meeting to review the requirements and conditions of this contract. All measurements, existing conditions and such shall be field verified, and are the responsibility of the contractor. All work listed shall be coordinated with the COR and/or the Administration Officer. Any work that will have to be performed after hours and/or during weekends shall need pre-approval. Day One will begin at contract officer's Notice to Proceed issuance. 3.Government Furnished Property There shall be NO government furnished property to complete construction of this project, however, the Contractor shall spell out government property that is required to be moved and stored, then moved back at the completion of this project. H.Pre-bid Walk Through It shall be mandatory that any and all contractors wishing to bid this project attend the pre-bid walk through. The walk through will be scheduled with a date and time by the government's Contract Officer. I.Pre-construction Meeting At the time of Notice to Proceed, a pre-construction meeting shall be scheduled to go over all aspects of the contract requirements. It shall be mandatory that the General Contractor, Construction Manager and all sub-contractors attend this meeting. J.Bid Schedule The project shall be bid in schedules with a total aggregate dollar amount. The schedule or schedules bid most advantageous to the government, based on Contractor technical qualifications and price, shall be awarded for either all or parts of this project. Provide all the necessary labor, tools, equipment and expertise to complete the renovation (carpet, paint) of the GLSC's south office wing.
