- DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE AN ASSIGNABLE SITE OPTION FOR 28 PLUS ACRES FOR CONSTRUCTION OF A LEASED HEALTH CARE CENTER IN FAYETTEVILLE, NORTH CAROLINA REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, willing to execute an assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing between 28-38 acres of land capable of accommodating a two or three story 250,000 net usable square foot building with approximately 2,000 parking spaces. The expressions of interest are for the site only. Upon selection of the site and execution of the assignable purchase option, VA will conduct a procurement and select a developer. VA will assign the purchase option to the developer to purchase the optioned site, the developer will construct and lease back to the VA a medical office building for up to 20 years. LOCATION: The offered site must be in Fayetteville, NC, and within the following boundaries: Properties within the following boundaries will be considered: from the intersection of River Road and I 295 north to the intersection of 295 and Ramsey (401). Take Ramsey (401) north to the intersection of Ramsey (401) and Andrews Road. Take Andrews Road west to the intersection of Andrews Road and McArthur Road. Take McArthur Road south to the intersection of McArthur Road and Honeycutt Road. Take Honeycutt Road west to Reilly Road. Take Reilly Road south to Clifdale Road. Take Clifdale Road west to the intersection of Clifdale Road and Rim Road. Take Rim Road south to the intersection of Rim Road, 401 South, and Gillis Farm Road. Take Gillis Farm Road south to the intersection of Gillis Farm Road and Stoney Point Road. Take Stoney Point Road southeast to the intersection of Stoney Point and Rockfish Road. Take Rockfish Road southeast to the intersection of Rockfish Road and North Main Street (59) Hope Mills. Take North Main Street (59) southeast to the intersection of North Main Street (59) and South Main Street (59). Directly east of Cape Fear River take Mat Hair Road north to the intersection of Mat Hair Road and Tabor Church Road. Take Tabor Church Road north to the intersection of Tabor Church Road and Highway 53 and Steadman Cedar Creek Road. Take Steadman Cedar Road northeast to the intersection of Steadman Cedar Road and Carol Street and Beaver Dam Road. Take Carol Street north to the intersection of Carol Street and Highway 24. Take Highway 24 west to the intersection of Highway 24 and Wade Steadman Road. Take Wade Steadman Road north to the intersection of Wade Steadman Road and Highway 301, Covington Lane, and Church Street. Take Church Street west to the intersection of Church Street and River Road. Continue on River Road to the intersection of River Road and I 295. Properties with frontage on major thoroughfares comprising these boundaries will also be considered. The VA reserves the right to amend the delineated area and/or site requirements. EXPRESSIONS OF INTEREST: Brokers and/or agents may represent the site owner, but sites submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. 1. Site location, address, legal description and current and/or proposed zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. 5. Access to site from major transportation routes and public transportation routes. 6. Site aerials/renderings photos, graphics, and location map. 7. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 8. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for a Health Care Center. Clarify if any zoning changes, variances, or special exceptions are required for an Health Care Center including the estimated period of time necessary to complete such entitlement process. Clarify any known county proffer obligations with the site. 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. Provide copies of any environmental or other assessments. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 5. Explain any known factors that might prohibit the permitting, construction and/or operation of a Health Care Center on the site offered. 6. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state its relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site and compensation received, if any, for your efforts from the owner. Also, any persons or firms submitting or considering the submission of a site are encouraged to contact the following with any questions or clarifications regarding this notice including the ability to respond to the information requested in this notice. A market survey of offered properties will be conducted by VA. Interested offerors should submit their sites to agent for the US Department of Veterans Affairs, by mail or e-mail no later than 5:00 p.m. Eastern on June 4, 2010. VA reserves the right to consider sites offered after this date that are beneficial to the government or reject such sites.
