NAICS CODE: 541712 FEDERAL AGENCY NAME: AIR FORCE RESEARCH LABORATORY, MUNITIONS DIRECTORATE, CONTRACTING DIVISION (AFRL/RWK), EGLIN AFB, FL TITLE: INTEGRATED PRECISION ORDNANCE DELIVERY SYSTEM (IPODS) PHASE II INDUSTRY DAY TYPE: INITIAL ANNOUNCEMENT NUMBER: AFRL/RW SPECIAL NOTICE 10-0001 CLASSIFICATION CODE: A -- RESEARCH & DEVELOPMENT I. EVENT DESCRIPTION The Air Force Research Laboratory Munitions Directorate, Contracting Division (AFRL/RWK) announces that an Industry Day for an anticipated future acquisition of the Integrated Precision Ordnance Delivery System (IPODS) will be held on 24 Jun 2010 at Eglin AFB, Florida. The purpose of this event is to provide available program information pertaining to the IPODS including program and technical overview, performance requirements, and one-on-one sessions with interested contractors. The Industry Day Presentations will be conducted from 0800 - 1100hrs CDT at the Eglin Air Force Base Enlisted Hall (formerly base theater), Eglin AFB, Florida. One-on-one sessions will occur in Bldg 13, Room 160, Eglin AFB, FL the afternoon of 24 June 2010 (see Section III(6) for additional information). This announcement is not a formal solicitation and is not a request for proposal. Any formal solicitation will be announced at a later date. II. PROGRAM DESCRIPTION (1) Program Objective: The objective of the IPODS Program is to develop a prototype for an airborne released, highly maneuverable weapon capable of defeating internal tunnel defenses and targets deep within tunnels. The IPODS shall be compatible with multiple carriages on Air Force aircraft using existing carriage hardware. Key technical tasks include feasibility studies of the IPODS weapon system, demonstration of the weapon lethality by computations and live static firings, preliminary and detailed design, prototype development, and system functional ground tests. (2) Technical Requirements: IPODS technical requirements are listed in the System Requirements Document (SRD), which is available in an Annex to this notice. A certified DD Form 2345, Militarily Critical Technical Data Agreement, is required to be submitted to the Program Manager in order to receive the Annex. See Section III - Other Information, Paragraph (3) for further details on how to request the Annex. (3) Other Requirements: a. Program Security Requirements: Portions of this program will be classified at the SECRET level and a DD 254, Department of Defense Contract Security Classification Specification, will be applied to the awarded contract. Thus, future offeror's must verify their Cognizant Security Office information is current with Defense Security Service (DSS) at www.dss.mil. b. Meeting Attendance: Although no classified information will be discussed at the Industry Day, attendees must have a SECRET level Security Clearance in order to attend. See Section V - Agency Contacts, Paragraph (3) for further details on how to submit a visit request. c. Emissions Security (EMSEC) requirements will apply. Generation of classified material is authorized only on equipment approved for classified processing by Air Force EMSEC authorities. d. International Traffic in Arms Regulations and Public Law 98-94 (export control) will apply to this anticipated future project. e. Data Rights: It is anticipated that all data delivered under a possible future award well be delivered with unlimited rights; however different rights may be negotiated as appropriate. f. Subcontracting Plans: Subcontracting plans for an anticipated future award will be required in accordance with FAR 19.702 Small Business Programs. III. OTHER INFORMATION (1) Attendance at the scheduled Industry Day and any discussions/release of information is strictly voluntary. The Government will not pay for any information or costs associated with travel. (2) If you are interested in participating in the Industry Day, please provide the following information to the Program Manager and Deputy Program Manager via e-mail, mail or fax, (See Section V - Agency Contacts, Paragraph (2)): a. Company name, Address, Phone number b. List of attendees - limit 10 per prime contractor team (including subcontractors) and limit 4 for subcontractors/businesses not associated with a prime contractor. (3) To receive the Annex, the potential contractor must be certified to receive military critical technical data under the US/Canada Joint Certification Program (JCP) (www.dlis.dla.mil/jcp). To request this annex, forward a written request for release of export-controlled data related to the IPODS program to the Program Manager and Deputy Program Manager via e-mail, mail or fax (see Section V - Agency Contacts, paragraph (2)). The written request shall include: a. Certified copy of a DD Form 2345, Militarily Critical Technical Data Agreement b. Commercial and Government Entity (CAGE) code c. Name, phone, email, and fax of the person to receive the annexes d. Self-addressed mailing envelope or self-adhesive label The request for the annex should be provided early enough to allow the government up to 14 calendars days to provide the document. No supplemental documentation will be provided unless requested unless in strict accordance with these instructions. (4) An agenda will be posted to FedBizOpps approximately two weeks before the Industry Day event. Briefings will include program management, business considerations, engineering topics (including requirements), Concept of Employment (CONEMP), and logistics considerations. (5) The Government may be better able to answer questions of interested parties during Industry Day if they are submitted prior to the forum. Submit any questions known in advance by using the IPODS Industry Day Question Request Form located on the FedBizOpps website and follow the instructions for submission located on the form. Answers to General questions of a non-technical nature will be posted on FedBizOpps for Industry review leading up to the event. Question sheets will also be provided during Industry Day for submission of additional questions. Answers to questions submitted on Industry Day will be answered as time allows. (6) One-on-one discussions for prime contractors, in a proprietary only forum, with Government personnel will be scheduled on the afternoon of 24 June 2010. The length of time allotted for each potential offeror will be determined based upon the number of respondents requesting a one-on-one session. Time permitting, one-on-one discussions with subcontractors not associated with a prime contractor may be possible. Each contractor will receive an equal allotment of time. Discussions will be scheduled in the order the requests are received and you will receive an e-mail notification of the date and time. It is the responsibility of Industry to monitor the FedBizOpps website for the release of any follow-on information. Your desire to have a one-on-one session must be submitted to the Program Manager and Deputy Program Manager by 5 Jun 2010 via email correspondence. See Section V - Agency Contacts, paragraph (2). (7) Directions to the Eglin Enlisted Hall, Building 13, local hotels and area maps will be posted separately on the FedBizOpps website. IV: ELIGIBILITY INFORMATION Eligible Contractor/Applicants/Notice to Foreign-owned Firms: All applicants are potentially eligible for an anticipated future award, with the exception of foreign-owned offeror's. A determination has been made for this notice, that all foreign participation at the prime contractor and subcontractor levels will be prohibited, with the exception of those with an appropriate Special Security Agreement (SSA) in place with the U.S. Government. Foreign or foreign-owned participants should immediately contact the contracting office focal point identified in Section V - Agency Contacts, Paragraph (2), for information if they contemplate attending Industry Day.
