Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement to replace the Honeywell Auxiliary Power Unit (APU) model 36-100[E] with an improved and more reliable Honeywell APU model 36-150[CL] on FAA Challenger Aircraft 604-5588, tail number N88. The FAA contemplates award of a fixed contract with time and material provisions. This procurement is unrestricted in regard to business size or type. The North American Industry Classification System (NAICS) code for this procurement is 336411, Aircraft Manufacturing, with a size standard of 1500 employees. When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost/price proposal in accordance with instructions provided in the Screening Information Request (SIR) Section L. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of John Hawk, Contract Specialist (AMQ-310), via e-mail at john.hawk@faa.gov FAX number 405-954-3030. Technical and cost/price proposals are due no later than 3:00 p.m. local time (Central Time Zone), 17 June, 2010 and must be submitted to FAA, Customer Service Desk (AMQ-100), Physical Address: 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-10-R-03623, due 3:00 p.m. CT, 17 June, 2010. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, 17 June, 2010 will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
