Description
The Missile Defense Agency, Aegis Ballistic Missile Defense Program (MDA/AB) intends to award a sole source follow-on contract to SECOTEC, Inc., a small business for Missile Downlink System (MDS) operation and maintenance, Range Advanced Encryption System (AES) Decryptor (RAD) and Flight Lethality Payload development and analysis in support of Aegis BMD flight missions and related activities. Efforts under the proposed contract include: (1) developing the operational requirements for special test equipment to decrypt the Aegis BMD SM3 Block IB Missile Kinetic Warhead (KW) telemetry (TM) data at ground receiving stations; (2) developing high explosive loading, support qualification, acceptance testing, and delivery of Flight Target Lethality Payloads for testing of the Aegis Ballistic Missile Defense System; (3) demonstrating and testing the RAD and preparing it for operation and with demonstrating and testing the Lethality Reactive Insert; and (4) managing associated test and evaluation data documentation. Under the proposed contract, SECOTEC, Inc. will continue to perform the MDS task for the Aegis Ballistic Missile Defense flight missions and related activities. SECOTEC is the original designer and developer of the RAD interface with the Aegis System and possesses the unique knowledge and experience to complete this effort. As such, SECOTEC is the only source with the requisite knowledge, expertise and experience necessary to meet mission requirements. This knowledge cannot be attained by any other contractor in the anticipated period of performance without incurring substantial costs to the Aegis BMD Program. The anticipated period of performance is 5 years (includes 12-month base and 4 12-month options). The government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contract SECOTEC, Inc directly. See note 22.
