Description
RECOVERY ACTION - THE U.S. DEPARTMENT OF ENERGY (DOE) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER UNDER THE GENERAL SERVICES ADMINISTRATIONS (GSA) FEDERAL SUPPLY SCHEDULE FOR ASSISTANCE TO ITS OFFICE OF ENVIRONMENTAL MANAGEMENT IN MEETING THE MONITORING AND REPORTING REQUIREMENTS OF THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) AS IT RELATES TO ENVIRONMENTAL CLEANUP RECOVERY ACT REPORTING. QUOTATIONS ARE BEING SOLICITED FROM COMPANIES IDENTIFIED IN GSAS MISSION ORIENTED BUSINESS INTEGRATED SERVICES (MOBIS) SCHEDULE UNDER SIN 874-1. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. BACKGROUND: DOE has identified the requirements for Environmental Cleanup Recovery Plan reporting as follows: -Writing reporting protocols and procedures -Developing excel spreadsheets for Recovery Act funds expenditures -Defining Program Purpose - developing more detailed plans and metrics for each Environmental Management project that received funding through the Recovery Act. Specifically:Public benefitsMeasuresSchedules and milestones -Promulgating the strategy to balance cleanup goals with the need to expedite Recovery Act procurements, to maximum economic benefit for DOEs Office of Environmental Management and the economy as a whole. DOE has committed support for specific efforts under the American Recovery and Reinvestment Act of 2009 to accelerate clean-up efforts at various DOE sites. The work to be conducted under the task order that will be awarded will assist DOE in tracking and reporting contractor progress and project management performance as they relate to the use of Recovery Act to accelerate clean-up efforts. This reporting will provide information on job creation including the number of Full Time Equivalents (FTEs) saved and the number of FTEs created. In addition, this reporting will provide information on the performance of the projects receiving ARRA funding using Earned Value. The task order will have a three-month base period and five three-month option periods. DOE intends to award a firm-fixed-price task order for three (3) FTEs under GSAs MOBIS Schedule under SIN 874-1 to meet the requirements herein specified. The North American Industry Classification System (NAICS) code for this procurement is 561499, All Other Business Support Services, and the small business size standard is $7.0 million. This announcement is for informational purposes only and will not result in a solicitation being issued to which interested parties may respond other than those companies that have already been identified by DOE pursuant to the requirements of the Federal Acquisition Regulation at 8.404, Use of Federal Supply Schedules.
