- The purpose of this contract is to acquire professional services to build upon the research and evaluation work done as part of a literature review. The following is a description of activities and tasks required to expand and continue the efforts of the Environmental Scan contract in support of the Office on Women's Health website programs. These tasks include information gathering and evaluation as well as conducting focus groups and usability testing on the womenshealth.gov website. Background: The U.S. Department of Health and Human Services' Office on Women's Health (OWH) is in the process of reviewing the performance and design of its two websites, www.womenshealth.gov and www.girlshealth.gov. The women's health website (then called 4woman.gov) was launched in November 1998. The girl's health website (then called 4girls.gov) was launched in July 2002. In 2009, OWH contracted the performance of a literature review and environmental scan to help OWH gain an understanding of what reliable, science-based, health information is available for its target populations, what the key competition for the www.womenshealth.gov and www.girlshealth.gov website is, and what the pattern of use is for those competitor sites. OWH now seeks to build upon the understanding gained through the literature review and evaluation and gain insight as to what health issues its target audiences are facing, and where they are going to find answers. This will be accomplished through focus groups, and informational interviews. OWH also seeks to gain an understanding of what aspects of womenshealth.gov are functioning well for its target audiences. This will be accomplished through a series of usability testing on the womenshealth.gov website. Statement of Work: The contractor shall work with the Office on Women's Health to complete the work outlined in this statement of work. The statement of work for this contract details tasks in support of ongoing improvements to www.womenshealth.gov Task 1: Gather and Review Existing Materials 1.1 Determine site's content goals, prioritize target audiences, and desired HHS messaging. 1.2 Gather and evaluate ForeSee results (including open text remarks), past usability test results on the womenshealth.gov site, web site traffic reports (top pages, bounce rates, referring sites/search engines, site search terms), and any additional supporting data. 1.3 Identify gaps in research as well as areas to further explore in the focus groups and user interviews. 1.4 Develop content inventory for the existing website. Task 2: Develop Research Questions 2.1 Based on identification and prioritization of target audiences, develop focus group questions as well as approach to usability analysis on recently designed wireframes. Task 3: Recruit for and Conduct Research 3.1 Recruit consumers (not necessarily users): segmented by age, with ethnic diversity; focus groups and individual interviews. Recommended age segmentation: o 18 to 24 o 25 to 44 o 45 to 60 3.1.1 Develop Focus Group Moderator's Guide, recruitment tools, and select sites. 3.1.2 Conduct two rounds of focus groups per segmentation group and document outcomes of focus groups. 3.2 Conduct in-depth interviews (IDIs) via telephone to confirm or add insight to our focus group results. 3.3 Facilitate discussions with Federal Offices on Women's Health to examine possibilities for improving links and information sharing between the different women's health websites. Task 4: Usability Testing 4.1 Recruit usability testers to include consumers and health care professionals of various ages and ethnic diversity, to test recently designed wireframes. 4.1.1 Develop Usability Interviewer Guide. 4.1.2 Conduct usability tests and document outcomes of usability interviews. Task 5: Analysis 5.1 Compile research findings on top information needs and most frequent tasks users hope to complete on the site. 5.2 Search Engine Optimization (SEO) analysis: Gauge how well the site is performing in SEO and what are some target terms for the redesign. 5.3 Create user personas representative of target audience and analyze how each of the personas can most easily complete desired tasks on the site. Task 6: Research-based Recommendations on Improving Site Navigation and Information Architecture 6.1 Draft content vision. 6.2 Develop content strategy. 6.3 Establish preliminary style guide to include desired voice and tone, targeted reading level for content, guidelines for reposting syndicated content, etc. Develop recommendations for improving site architecture and design based on user feedback Period of Performance: Date of award through September 30, 2010. Instructions for technical proposal and cost proposal. Please request a copy of the solicitation accompanied with an Standard Form 18. Questions in regard to the solicitation statement of work are to be provided to the Contracting Officer on or before May 21, 2010 by 1:00 p.m. Questions are due on or before May 25, 2010 at 1:00 p.m. Responses of Proposals due: June 10, 2010 at 1:00 p.m.
