- **** SEND ALL CORRESPONDENCE INCLUDING TECHNICAL QUESTIONS AND QUOTES IN WRITING TOBETSY ANDERSON/DFI ONLY AT ELIZABETH.S.ANDERSON@NASA.GOV OR FAX 256-544-6560 ***********NASA/MSFC has a requirement for a modification to the thermal stir welding (TSW) systemlocated at MSFC.NASA/MSFC intends to purchase this service from Nova Tech Engineering on a sole sourcebases. Nova Tech engineering assisted in the engineering and design of the TSW system located atMSFC. It would be impractical and cost prohibitive for the government to outsource thisprocurement to another source because extensive training and understanding of the TSWprocess would have to be provided to another entity so that they may effectively providethe services outlined in the procurement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing no later than 4:30 p.m. CT on May 21, 2010 to Betsy Anderson/DFI atelizabeth.s.anderson@nasa.gov or fax to 256-655-6560.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
