- Mandatory RFQ Information Sheet Brand Name Justification and Approval This notice is a combined synopsis/solicitation set aside for HUBZone small business concerns in accordance with FAR 19.1305. It is for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-10-Q-D026. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38, dated 10 December 2009. The North American Industry Classification System code is 423430 with a business size standard of 100 employees. The AT21 Program Management Office (PMO) has a requirement for multiple software packages for the Enterprise Integration Lab (EIL). The software is needed for the operational, development, and testing environment. The Red Hat Enterprise Linux Advanced Platform provides an open source operating system for servers and workstations. The VMware group of products, comprised of VMware vCenter Lab Manager 4.0, VMware ESXi Support, and VMware Workstation 7, provides virtual environments in the server and on the developer workstations to minimize downtimes when an issue arises. XMLSpy 2010 Enterprise Edition and XMLSpy 2010 Standard Edition are development tools necessary for the Service Oriented Architecture (SOA) and the various messaging used in the environments. Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm. All quotes must be received not later than 1:00 PM (CDT), 25 May 2010, and shall be e-mailed to Jen Detmer at United States Transportation Command, Directorate of Acquisition at jennifer.detmer@ustranscom.mil.
