- Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Center Yuma, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price requirements contract on a sole source basis with Cal-Bay Systems, Inc., located at 3070 Kerner Blvd., Ste B, San Rafael, CA 94901-5417. This requirement will be for specialized system maintenance, engineering support, system improvements and training unique to an existing Integrated Ballistic Data System (IBDS) previously purchased by the Government under contract number W9124R-05-D-0204. Cal-Bay Systems Inc is the Original Equipment Manufacturer (OEM) of the existing IBDS system. Additionally, both the U.S. Army and Cal-Bay Systems Inc are co-owners of the software package that controls and operates the current IBDS system and therefore, is proprietary. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet these requirements by 24 May 2010 12:00PM MST.
