- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Accelrys Software Inc., San Diego, CA 92121 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the renewal of Accelrys Software Licenses and Maintenance for the period 7/01/2010 - 6/30/2011. The purchase is for 1 each of the following: PR13081 Accelrys DS Science Bundle, PR13104 Accelrys MMFF Add-On, and PR13061 Accelrys Protein Docking Add-On. Based on review of several commercial molecular modeling/computational chemistry software packages available, the Accelrys was determined to be the only package that met all of our requirements. The Accelrys commercial software package includes the software MODELER used for protein modeling. The Accelrys software supports use of the CHARMm forcefield for molecular dynamics simulations through a graphical interface and for both the GOLD and CDOCKER docking software through its graphical interface. Only the Accelrys software provides for commercial software for protein-protein docking calculations as well as tabular and graphical analysis and post energy ranking. The Accelrys software package is also the only commercial software package which offers ADMET descriptor calculations- calculating the predicted absorption, distribution, metabolism, excretion and toxicity properties for molecules and the TOPKAT program to compute and validate assessments of the toxic and environmental effects of chemicals solely based on molecular structure. These programs are used for projects with the NTP (National Toxicology Program). Additionally the Accelrys software offers an excellent molecular building for building protein, DNA and in particular carbohydrate structures, and for superimposing protein structures within the same graphical framework. The Accelrys DS software includes tools for 3Q QSAR and pharmacophore generation and for database searching and screening with a developed pharmacophore. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Accelrys. The NAICS Code/Size is 511210/$25.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
