Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. NUWC Division Newport intends to solicit proposals to perform Installation, Installation Planning, Preparations Ship Checks, Material Procurement and Fabrication for NUWCDIVNPT of SHIPALTs and TEMPALTs on Submarines for SUBSAFE Installations including Fly By Wire (FBW) and Deep Submergences (DSM). The material and work areas utilized in this contract will be used in a critical shipboard application. The use of incorrect, defective material or poor quality workmanship would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the Ship. Therefore, these requirements have been designated as SUBSAFE/LEVEL I (SS/LI) and special control procedures are invoked to ensure receipt of the correct material and that workmanship meets specifications. Work will be performed at the contractor's facility, NUWCDIVNPT, Newport RI and Naval Submarine bases located in Groton CT, Norfolk VA, Pearl Harbor HI, Bangor WA, and Kings Bay GA. as required by the statement of work. Any potential offeror must ensure that a SUBSAFE certified contractor in accordance with NAVSEA NOTE 5000 is proposed as either a prime or as a subcontractor.NUWC anticipates a five-year, Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract. This requirement is a partial follow-on effort to Seaport task order N00178-04-D-4143 N401 which was approved as an unrestricted procurement. Award was made to Titan Corp (L-3). The level of effort (LOE) for these services is estimated to be 77,600 per year, for a total LOE of 388,000 hours. Award will be made on the basis of Best Value to the Government. The Government may issue multiple awards. NAICS Code is 541330. The solicitation is expected to be released on or about 5/27/2010.The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO.
