Description
•I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management and Operating Contractor of the U.S. Department of Energy's (DOE) Idaho National Laboratory (INL), is requesting expressions of interest from prospective vendors to provide a test-bed vehicle capable of testing a wide range of energy storage systems (ESSs) intended for use in electric drive vehicles that must be connected to the electric utility grid for recharging. These grid-connected electric-drive vehicle (GCEVs) technologies will likely include plug-in hybrid electric vehicles (PHEVs), pure battery electric vehicles (BEVs), and extended range electric vehicles (EREVs). The test-bed vehicle will be used to test ESSs in an on-road testing program, including closed test track testing. Dynamometer testing will be conducted within the DOE laboratory system. While the testing focus will be on ESSs, GCEV power electronics, motors and other components may also be tested. This expression of interest shall serve as a method of screening potential vendors. Only qualified vendor candidates will receive a formal Request for Proposal (RFP) from BEA. •II. BACKGROUND The DOE Office of Energy Efficiency and Renewable Energy's Vehicle Technologies Program (VTP) has commissioned INL to test advanced ESSs in real-world, on-road conditions in GCEV based test-bed vehicles. The VTP's Advanced Vehicle Testing Activity (AVTA) will be conducting this testing for DOE. INL, which is the lead laboratory for the AVTA's testing of light-duty vehicles, has thus been chosen to carry out this advanced ESS research. BEA, the management and operating contractor for the INL, is managing this project, which is known as the Electric Drive Vehicle and Advanced Battery (EDAB) test-bed project. Examples of AVTA vehicle testing in the past can be found at: http://avt.inl.gov/index.shtml •III. MANDATORY PERFORMANCE REQUIREMENTS •1. One or more road worthy, test-bed vehicles capable of testing a wide range of ESSs in real world conditions is required for the purpose of testing. A series powertrain configuration is required in a mid-sized pickup truck capable of accommodating large battery systems weighing up to 450 kg. The vehicle must also meet the powertrain, control system, and data acquisition system specifications as will be prescribed by BEA in the RFP. These test vehicle(s) will be solely available, for no less than three consecutive years each, for the testing of a single or multiple ESSs as part of the EDAB project. •2. Testing services are required for the conduct of laboratory testing of batteries, on-road and test track vehicle testing, and vehicle preparation for chassis dynamometer testing as will be prescribed by AVTA testing requirements in the RFP. Provide test-bed vehicle maintenance and repair as necessary during all phases of testing. •4. Transfer of the acquired data (both raw and summary data) from laboratory, test track, and on-road testing to BEA on a periodic basis. Documentation and summary reports are also required to communicate progress and scientific findings. Initially one test-bed vehicle will be provided and one battery system will be tested. Test-bed vehicle ownership will be retained by the subcontractor but the testing capability will be leased to BEA. Subsequent ESSs may be tested in the first article test-bed vehicle after completion of the previous ESS testing. Addition test-bed vehicles may also be required for additional concurrent ESS testing. •IV. TECHNICAL SUBMITTAL REQUIREMENTS •1. Provide a description of experience with on-road testing of advanced technology vehicles, specifically GCEVs. •2. Provide a description of experience with laboratory testing of advanced technology ESSs (NiMH, Li-Ion, Li Polymer, etc.). •3. Provide a description of experience preparing vehicles for chassis dynamometer testing of advanced technology vehicles, specifically GCEVs. •4. Provide a description of access to automotive test track facilities. •5. Provide a description of your company's ESSs testing laboratory facilities capable of up to 125 kW and up to 420 VDC. •6. Provide a detailed description of experience with electric vehicle charging infrastructure capable of charging at 9.6 kW (level 2 charging), fast charging, programming of electric vehicle charging equipment, and electric vehicle charging equipment hardware and software available for use with this project. •7. Describe the distance from the proposed on-road testing area(s). •8. Provide a description of experience with CAN based or analog based, in-vehicle data acquisition systems. •9. Provide a description of annual climate statistics (specifically temperatures) in the area of the propose on-road testing. •10. Identify if all of the testing will be conducted in the U.S. (laboratory and on-road). •11. Identify the company's country of origin.
