Description
NASA/GSFC has a requirement for preventive maintenance on cleanroom HVAC Systems.Period of Performance:October 01, 2010 -September 30, 2011. NASA/GSFC intends to purchase the items from Honeywell Building Solutions pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source. It is our understanding that these HVAC control systems are of aproprietary nature, including hardware and software built by Honeywell. Only Honeywellhas the expertise to maintain these systems. These services have been provided for thepast eighteen years by Honeywell due to the proprietary systems and the uniqueness of ourlaboratory and the support systems for the building. GSFC operates and maintains asemiconductor clean room in the Detector Development Laboratory (DDL) facility where thecleanroom HVAC system is installed. This is a computer controlled system which is part ofthe life/safety of the building, where it includes the environment control for the cleanroom comprised of HVAC, re-circulating fans, hazardous exhaust fans, alarm systems forvarious subsystems in the building (i.e. high purity water system, process chilled watersystem. The system is also integrated with the toxic gas monitoring and fire alarmsystems, where in case of emergencies the computer will deactivate air handlers or turnON the emergency exhaust system and other components within the building. The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or faxto 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onJune 02, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. It is the offeror's responsibility for downloading their own copy of this notice andamendments (if any). An Ombudsman has been appointed. See NASA Specific Note 'B'.
