Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are not being requested and a written solicitation will not be issued. This is a small business set aside. This solicitation number is RFQ1495809 and a solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 41. The National Institutes on Drug Abuse (NIDA) on behalf of the National Institutes on Aging (NIA) intends to issue a purchase order for professional services. Specifically, the duties to be performed include but are not limited to the following: Perform a systematic review of the literature on geriatric assessment and author a comprehensive manuscript on this topic. The systematic review should cover all existing published research on geriatric assessment, and should focus primarily on those that have been applied to cancer in the elderly. Develop a geriatric assessment instrument that will be both practical and useful in the management of older patients. The assessment tool should be easy to administer in a busy clinical setting (e.g., community practice), be inexpensive and ultimately be of value for assisting practitioners in advising patients regarding treatment choices. For example, the assessment tool should be of particular value in the evaluation of the appropriateness of intensive chemotherapy regimens for elderly patients with cancer. Assist in the conduct of other clinical research projects in the general areas of cancer and geriatric medicine i.e. interventional trials being conducted at the NIA on patients with lung cancer. Maintain Maryland medical licensure, and credentials at Harbor Hospital in Baltimore, MD. Assist in the medical coverage on a regular schedule for subjects participating in research at the Clinical Research Branch. Attend morning and evening medical rounds on the days of coverage and on other days when available. To perform these duties, the Government estimates that 16 hours per week will be required, distributed over two days. The contractor may be required to spend at least two days per week at the NIA Clinical Research Unit, in Baltimore, MD. Quotations will be evaluated on the following criteria: (1) Technical Approach: Ability to plan, coordinate, and manage the services. (2) Proposed personnel with capabilities and experience. (3) Past Performance: Experience with (3) similar services in the past (5) years Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
