Description

Bradbury (Larry.a.Bradbury@usace.army.mil); (206) 764-3266 It has been determined that competition will be limited to eligible 8(a) firms located within the states of Idaho and Washington and, 8(a) participants in good standing serviced by a SBA office outside of these states, but having a Bona fide branch office within the geographical boundaries of these states. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or temporary construction sites. All other 8(a) BD Participants are deemed ineligible to submit offers. Joint Venture Agreements Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF COST PROPOSAL/BID. The Seattle District Corps of Engineers has a requirement to build a Logistics Readiness Center (LRC) approximately 85,000 square feet combination storage and distribution high bay warehouse with loading docks and a 2-story administrative office wing building. The single story warehouse portion alone is approximately 62,000 SF. The building will include a split faced block concrete block exterior to match the Air Force architectural design theme, and contain maximum clerestory, office and entrance window and entry area glass. The building is enclosed under a curved roof system. Site features include a truck scale, concrete and asphalt truck and emergency vehicle access, storage, perimeter fences, supporting site utilities, and Government vehicle parking. Included in this project is the demolition of an approximately 114,000 SF large wood frame warehouse building containing interior wood structural beams with various rooms. The building concrete slab floor is elevated about 4 feet from ground grade, with exterior concrete loading docks, and personnel and overhead access doors. Pre-demolition with development and submittal of abatement plans and schedules, followed by abatement of hazardous materials. The construction of the LRC will achieve a 50% Waste Diversion of the demolition materials. Included in the demolition is testing and transporting approximately 7,750 cubic yards (CY) of fill material from the demolished site to the LRC construction site. There are three other wood frame buildings to be demolished. Includes the renovation of the Explosive Ordnance Annex, and renovation of two administration rooms of another building. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, DFAR 236.204 between $10,000,000 and $25,000,000. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be a Bid-Build competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.213 entitled Special procedures for sealed bidding in construction contracting. Firms that wish to be considered may provide price proposals in accordance with instructions in the solicitation. The submittals will be evaluated utilizing the processes defined in Federal Acquisition Regulation (FAR) Part 14. A firm-fixed price contract will be the result of the solicitation. As previously stated, this project is set-aside for 8(a) firms.
