Description
Statement of Work - Clinical Center Glass Cleaning 2010 The Clinical Center Complex of the National Institutes of Health (NIH) is located in Bethesda, Maryland. The Clinical Center is the hospital of the NIH consisting of 234 inpatient beds, 81 day hospital stations, outpatient clinics, diagnostic and treatment areas, and public waiting areas. Adjacent to the hospital facilities are research laboratories. The complex consists of the Warren G. Magnuson Clinical Center that covers 661,600 square feet and the Mark O. Hatfield Clinical Research Center (Hatfield Center) that covers 698,263 square feet The Magnuson Center is fifty years old and had a substantial addition completed in 1981, which is called the Ambulatory Care Research Facility (ACRF). The ACRF is a fourteen-floor structure, which houses clinics and research laboratories on each of twelve floors. The first and second levels of the ACRF house clinical services including diagnostic radiology, nuclear medicine and PET, surgery, transfusion medicine and laboratory medicine. The Clinical Center also operates the operating rooms (OR) for human surgery. The Hatfield Center (CRC) opened in 2005 and houses the inpatient units, day hospitals, additional clinics, admissions, pharmacy, social work, rehabilitation medicine departments, staff use areas, support areas as well as research laboratories. The Hatfield Center is a seven-story structure with a central large open atrium at the core of the building that connects four separate sectors that house occupants. Patients are housed on levels 1, 3, 5 and 7 on the southeast, southwest, northeast and northwest sectors of the facility. Levels 2, 4 and 6 are interstitial mechanical spaces except for small clusters of offices on the east and west elevator lobbies and atrium portions of the facility. Research laboratories are located on levels B3, B2, 1, 3 and 5. The Clinical Center of the National Institutes of Health has a need for glass cleaning for glass that is not readily accessible. The glass is located in the Hatfield Center CRC building. The major portion of the glass is located in the central atrium and extends up for seven floors. One side of the glass can be cleaned from the respective floor while the other side faces the seven story open atrium. There is also glass that encloses the bridges from the ACRF to the CRC. The work is to be scheduled for the July 4th week-end only - July 3-5. The scope of work is as follows: 1. The glass to be cleaned includes both sides of all of the glass in the atrium. This also includes the cleaning of the ledges that hold the glass in place. In addition to the glass, the superstructure at each end of the atrium shall be cleaned. 2. The atrium glass that faces the outside shall be cleaned on the inside only. 3. The glass that encloses the bridges shall be cleaned on both sides. The seventh floor also includes the glass that faces the bridge on the 8th and 9th floor of the ACRF. 4. The glass that encloses the bridges that run from the south wing to the north wing shall be cleaned on the inside only. There are two sets of bridges, one on the east and one on the west. 5. All of the glass at the front door shall be cleaned on both sides. 6. All of the glass at the ambulance entrance shall be cleaned on both sides. 7. All of the glass at the ambulance entrance lobby that faces the interior of the building shall be cleaned on the lobby side only. This shall also include cleaning the ledges and the lights in the ambulance entrance lobby. 8. All of the glass emanating from the B1 patient entrance shall be cleaned on both sides. 9. The inside glass of stairwells 1-3 and 1-7 shall be cleaned. 10. Inside glass in the ceiling of the chapel of the 7th floor. Other requirements Atrium work: • 4x4 plywood that is at least 1 inch thick (or 2 pieces on top of each other that are ½ inch thick each) will be utilized under a Denka Lift (or similar equipment) for mobilization on all flooring in the atrium. • The weight of the Denka Lift is listed at 5650 pounds, which will suffice for the tolerance of the floor. • The Denka Lift is electric and hydraulic. An MSDS sheet is required for the hydraulics, as well as amp and voltage requirements. A tarp is to be placed by the contractor under the reservoir tank of the Denka Lift at all times. • The worker in the basket will be rigged only to the basket. There is a manual override if the machine loses power. • Plastic or other type of material will be used as tarps to completely cover the furniture and plants in the atrium. • The entire center core of the atrium is to be cordoned off by the contractor with yellow caution tape. The tape is to be provided by the contractor. One line will suffice. • The Clinical Center will coordinate moving the piano out of the immediate area. • The NIH Fire Marshal will disarm the beam detectors on Friday, Saturday, and Sunday, between 7 am and 7 pm. The Denka Lift atrium work can only be done during these hours. • The Denka Lift will be delivered between 10 am and 12 noon on July 2nd, and is to be stored by the wall of the Northwest atrium near the elevator bank. • The two ledge surfaces on the atrium beams on each floor shall be dusted. • The contractor shall provide the MSDS sheet for any cleaning chemicals to be utilized. • The contractor shall dust the top of the exposed air supplies in the atrium. The smoke beam detectors on the ledges of the 2nd floor shall not be touched at all. • The skylight ledges and ceiling vents in the 7th floor chapel shall be dusted by the contractor. • The contractor shall clean the windows on the outside of the Social Work Conference Room, 2-5554A. • The chain and vents at the top of the atrium shall not be cleaned. It was determined that they cannot be reached by the Denka Lift. • The skylights in the P1 lobby of the CRC, and the ledges around them, shall be cleaned. There are suction marks on that glass. The contractor will clean those marks only if they are on the inside of the glass. • At the Ambulance entrance, the contractor shall dust the tops of the hanging lights and ledges. • The atrium part of the project involving the Denka Lift must be completed on Monday, July 5, 2010. The Denka Lift must be removed from the premises 5 pm, Monday, July 5. The contractor will make every effort to complete the entire project by Monday, July 5, 2010 by 7:00 pm. If the contractor is unable to complete all the required tasks by 7:00 pm Monday, July 5, 2010, all work must be completed no later than 6:30 am Thursday July 8, 2010. Any work performed between Tuesday, July 6, 2010 through Thursday July 8, 2010 must be performed during the hours of 8:00 pm through 6:30 am. 52.228-5 Insurance-Work on a Government Installation. INSURANCE-WORK ON A GOVERNMENT INSTALLATION (JAN 1997) (a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. (b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective- (1) For such period as the laws of the State in which this contract is to be performed prescribe; or (2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
