- THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE. Thisnotice is issued by NASA JSC to inform industry of NASA's intent to increase the'not-to-exceed' Indefinite Delivery Indefinite Quantity (IDIQ) value of the IntelligentAutomation System Services (IASS) Contract, NNJ08HC33C. The IASS contract providesSoftware, Robotics, and Simulation Division (SRSD) with Intelligent Automation SystemsServices in the fields of (1) advanced collaborative engineering and process automation;(2) advanced automation software; (3) advanced human-computer interfaces and situationalawareness systems; (4) avionics flight software; and (5) advanced simulation development.Tietronix has been the incumbent contractor for the IASS since contract start in April of2008. As the incumbent contractor, Tietronix has performed research in the above fivedisciplines such that interruption of these activities would be detrimental to theirultimate outcomes. The projects to be performed associated with this increase are highlytechnical and require a breadth of in-depth knowledge that is unique to Tietronix. Tietronix knowledge of the vast array of contractual research tasks and how these tasksare woven and interrelated qualifies them as the sole contractor to perform theseservices for the SRSD. Additionally, Tietronix is the only known contractor able toachieve this overall research success pertinent to SRSD.This action will not extend the current contract term. The period of performance of theIASS Contract is from April 1, 2008 to March 31, 2013. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 10 pages or less indicating theability to perform all aspects of the effort described herein. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Rhiannon Diaz no later than June 2,2010.
