Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to acquire a controlled temperature and humidity environment to house the Master Clock ensemble and measurement system for the United States Naval Observatory, Washington, DC. The system must contain the Hydrogen Maser Ensemble and Master Clock Measurement System with an operating range of 23C +/0.5C uniformity and 40% RH +/-3%, redundant refrigeration systems and dri-steam packages, 2-phase DX refrigeration system (proportional control), air-cooled condensing units located next to the chamber, touch screen controller, and warranty. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Environmental Growth Chambers (EGC) on a sole source basis for this requirement. As the computer control and interface must be identical to existing systems in order to seamlessly integrate into the Master Clock current computer network and telemetry system, EGC is the only known vendor that can provide the required the highly specialized skill sets, expertise, and experience needed to support this activity. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 334516.
