- Draft SOW Background Federal Systems Integration and Management Center (FEDSIM) is seeking a "Software as a Service" (Saas) or "Cloud" application to support General Service Administration (GSA) Federal Acquisition Service (FAS), Office of Chief Information Officer and Office of Administration to provide a Workforce Management Tool (WMT) that will provide an interactive reporting portal, enhanced analytical and business intelligence (BI) capabilities, and integration point to multiple data sources. Purpose The purpose of this Request for Information (RFI) is to allow GSA FEDSIM to gather industry input, determine interest, technical and managerial capability, and identify qualified companies/teams that can meet the agency's mission to provide software support services for Workforce Management Tool the engineering support services, as defined in attached Draft Statement of Work Responses to the RFI will assist GSA FEDSIM in determining an appropriate acquisition strategy to meet the Commerce messaging system requirements. RFI Responses FEDSIM request response from companies with applications designed to meet or exceed the requirements provided in the DRAFT Statement of Work (SOW) document and have enterprise-level experience implementing a similar solution at another Federal agency or department to provide a brief capability statement of no more than ten (10) pages. All RFI responses shall include a capability statement that illustrates the contractor's ability to support FAS requirements, a description of support/services and training provided, and evidence of past performance with a point-of-contact and address these questions: 1. Do you offer Software as a Service (Cloud)option? 2. Do you have software specifically designed to support a Federal agency or department? a. If Yes, Are you currently able to support Multi-Sector Workforce Requirements b. If No, Can your application be customized to support Federal Workforce Requirements? 3. Is the application available in modules allowing implementation of functionality in phases? 4. Is the application scalable? 5. Describe your company's previous experience implementing requirements similar to the Workforce Management Tool. List no more than 3. a. Contract Name, Number and Pricing Type b. Government or Private Industry Client Name c. Prime or Subcontractor d. Engagement Point of Contact (Name, phone number, email address) e. Period of Performance (List Dates) Corporate Capabilities In addition to the providing the responses to the above questions, the Government requests that all contractors complete the following table to better identify industry: Name of Company DUNS Number Corporate Address Total Number of Full Time Employees Number of Full-Time Consultants Fiscal Year 2009 Total Revenues Date of Establishment Website URL Business Classification • NAICS Code • Size Standard based on CCR Type of Small Business, if Applicable (e.g. Woman-Owned, Service Disabled Veteran Owned, 8(a), HUBZone) One Point of Contact Name (Enter Name, phone number and email address) GSA Schedule Name (if available): GSA Schedule Contract Number (if available): Schedule SINs Awarded (if applicable) Please ensure each response has been clearly addressed, providing rationale when necessary. All responses MUST be submitted, in writing, as a Word attachment. No phone calls will be accepted. Please DO NOT send responses in a PDF format/file. Capability statements, white paper or other brochure materials should not be provided. Please send your responses DIRECTLY to the Contracting Specialist with a Copy to the Contracting Officer at the email addresses specified below, rather than via e-Buy or FedBizOpps. This will ensure immediate receipt and greatly facilitate tracking of the received information. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. All responses should be sent via email to the Contracting Specialist, Chivonne Everette at chivonne.everette@gsa.gov and a copy to John Terrell, Contracting Officer, at john.terrell@gsa.gov no later than 3:00 pm on June 2, 2010. Documentation may be submitted at any time after issuance of the RFI up to the expiration date of the RFI. All submissions shall be submitted by email. No additional data will be provided in support of this RFI. All information in responses should be unclassified. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The RFI responses will be treated as information only. Respondents are solely responsible for all expenses associated with responding to this RFI. All comments and questions to this RFI will be reviewed and considered for incorporation in the final RFQ. The Contracting Specialist will not individually/directly respond to each firm submitting comments/concerns/questions as a result of the RFI.
