Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful quote. The purpose of this announcement is to make notice that the Forest Service contemplates releasing an Invitation for Bid numbered AG-82B1-S-10-0402 on or about June 2, 2010, for the RECOVERY Eagle Point Lookout Repairs, Clearwater National Forest. If the Invitation for Bid is released, it will be released through this FedBizOpps website, and prospective vendors should visit this FedBizOpps website from time to time on or after June 2, 2010, to obtain a copy of the Invitation for Bid. This requirement is being solicited as an Invitation for Bid (IFB) under FAR Part 14. Proposals or offers are due July 2, 2010; 10:00 AM MT. A single firm-fixed price type contract will be awarded to the responsible offeror based upon price and other evaluation factors as stated in the solicitation (IAW FAR Part 9, Contractor Qualifications) ALL PROPOSALS SHOULD BE MAILED TO: USDA/FOREST SERVICE ATTN: PATRICIA D. KAIN 740 SIMMS ST GOLDEN CO 80401 PROJECT DESCRIPTION. This project consists of replacing horizontal and diagonal tower bracing, adjusting guy cables, tightening tower bolts, upgrades to the catwalk and handrail, repairs to the tower stairs and landings, repairs to the lookout cab, and upgrades to the tower lightning protection system. The work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications (see work item list attached to Section B). Optional Item #1 – Eagle Point Lookout Toilet: This project consists of replacing the existing pit toilet with a new vault toilet according to the contract plans and specifications. Optional Item #2 – Scurvy Mountain Lookout Lightning Protection Repairs: This project consists of repairing the lightning protection system at the Scurvy Mountain Lookout in accordance with the contract plans and specifications. The magnitude of this project IAW FAR 36.204 (c) is between $100,000 and $250,000. A pre-proposal site visit will be held on June 15, 2010, 10:00 AM PST, at Eagle Point Lookout. For additional information regarding the site visit, contact Travis Mechling, 12730 Hwy 12, Orofino ID, Phone 208-476-8210. All questions should be compiled and sent to the contract specialist not later than 10 days prior to the response due date of July 2, 2010. This will allow the technical team time to respond and have answers posted through www.fbo.gov. The recommended contract length is through October 23, 2011. Projected start date is July 7, 2010. Performance and Payment Bonds will be required per the Miller Act and Davis-Bacon wage rates will apply. PROJECT LOCATION. Eagle Point Lookout: To reach Eagle Point Lookout, take State Hwy 11 to Headquarters ID, located north of Pierce ID. At Headquarters, turn left and take USFS Road 247 to milepost 21, the intersection of USFS Road 247 and USFS Road 246. Turn right onto USFS Road 246 and continue 19.5 miles to the intersection of USFS Road 246 and USFS Road 246A. Turn right onto USFS Road 246A and continue for approximately 1 mile to the project site. Survey Mountain Lookout: From U.S. Highway 12, turn north onto State Highway 11, at Greer Junction. Travel north on State Highway 11 to milepost 23, just south of Pierce ID. At approximately milepost 23, turn east onto USFS Road 250. Travel on USFS Road 250 to the intersection of USFS Road 250 and USFS Road 255 at mile post 46.4 (Kelly Forks Work Center). Travel USFS Road 255 to the intersection of USFS Road 255 and USFS Road 581 at milepost 11. Turn south (right) onto USFS Road 581 and travel 4.6 miles to the USFS Trail 524 Trailhead (Cayuse Saddle). Take USFS Trail 524 approximately 4 miles to the project site. USFS Trail 524 is not accessible to full-size vehicles; ATV’s and motorcycles are allowed. All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Vendors are required to be registered in the Central Contractor Registration (CCR) http:www.ccr.gov or call 888-227-2423 or 269-961-5757 and shall complete the On-Line Registration and Certifications Application (ORCA) http://orca.bpn.gov.
