Description

DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VA Puget Sound Health Care System. 2. Description of Action: This is a request for other than full and open competition for the procurement of technical support for the Dictaphone Enterprise Express Voice and Text software and hardware. 3. Description of Supplies or Services: VA Puget Sound Health Care System has a need for technical support for the software and hardware for the Dictaphone Enterprise Express Voice and Text. The dictation system must be operational 24x7 and requires experienced technical support in order to correct any problems as soon as possible so that the health care providers can continue using the dictation system. There are some hardware items that require being sent back to the repair service and shipped back to the medical center. This requirement was once available on GSA contract, but the vendor Nuance did not exercise the option renewal. 4. Statutory Authority: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: This is technical software/hardware that requires specialized training, certification and experience in order to provide the level of diagnosis, repair and testing of the dictation system that are need for VA Puget Sound HCS. 6. Actions to Promote Competition: No actions are taken at this time to seek sources outside of statutory requirements. 7. Determination of Fair and Reasonable Price: Historical rates from previous identical contracts varied less than 5% per year. 8. Market Survey (FAR 7.102): Alpha Transcription is a SDVOSB who was determined initially to be qualified to performed the service. After the vendor reviewed the full scope of the requirement, it was determined that the vendor was no longer qualified due the highly technical aspect of the work. Previously, Dictaphone Corporation contracted out the required service on a national basis several years ago to a company called Getronics. This outside contract was in place only perhaps one year and Dictaphone discontinued using Getronics because they did not have the technical expertise and experience necessary to complete the required service. 9. Other Considerations: Not Applicable. 10. Listing of Sources that expressed, in writing, an interest in the acquisition: AlphaTranscription has expressed interest and concluded not being capable of meeting the requirement. 11. Statement of Actions to Overcome Barriers to Competition: No actions intended as the action is based on statutory authority for sole source. 12.
