Description
The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a) 2) of the Federal Acquisition Regulation to Garden of Hope Community Development Center – 1317 E. Brambleton Ave., Norfolk, VA 23504. The purpose of this acquisition is to provide professional services to develop and implement the First Lady as an Advocate Program (FLAP). The Office on Women’s Health requires the services of the Garden of Hope Community Development Center to participate in our pilot Women of Faith Advocacy initiative which is designed to meet the needs of women experiencing gender-based violence and who identify themselves as members of a faith community. The FLAP is a training program designed to educate and equip First Ladies (female spouses of clergy), female lay leaders and healthcare ministry leaders to create healthy and safe congregations focusing on the primary prevention and intervention of issues related to Violence Against Women. The primary purpose of this contract is for the development of a method/approach which will meet the needs of women of faith who experience gender-based violence and to implement programs within a targeted faith community in a specific geographical area to increase the participation of the faith community in prevention and intervention activities focused on areas under the auspices of Violence Against Women (domestic violence, intimate partner violence, sexual assault, stalking, etc.). The Office on Women’s Health (OWH) requires this acquisition to be sole source because the Garden of Hope Community Development Center (CDC) acts as the only institutional entity of its kind in the Hampton Roads area that works to improve the health of women through programming which focuses on linking the communities of faith to community service providers focusing on violence against women. The Garden of Hope, CDC is leading the way in Hampton Roads in integrating the social and human service disciplines into the fabric of the faith institution. The Garden of Hope, CDC is one of the three original pilot sites in the Women of Faith Advocacy initiative and their services are still needed to complete the project. Not awarding this contractor will adversely affect the outcomes of the pilot project and disrupt the process OWH has implemented to develop a program focused on preventing and addressing gender-based violence in faith-based communities. Hence, this contract meets regulations as stated in FAR 6.302-1. Moreover, the services of this contract foster outreach and support the mission of OWH, to eliminate health disparities among minority populations and promote health for women and girls across the lifespan. Garden of Hope Community Development Center (CDC) is the only responsible source that will meet the needs of the Government. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
