Description
NASA/GRC has a requirement for implementation of the Summer of Innovation (SoI)Pilot Program, a NASA initiative as part of the Educate to Innovate campaign which willengage thousands of middle school teachers and students by providing intensive,stimulating mathematics and science-based experiences during the summer of 2010. The SoIwill be implemented using a multifaceted approach that will allow NASA to assess theviability, scalability and success of different approaches. NASA has identified a need toprocure additional/complementary activities in order to meet the projects goals andobjectives, specifically in regard to the number of participants who can belongitudinally tracked, and to provide a broader involvement by entities that have aproven track record of delivering long-duration, intensive, hands-on summer learningprograms to middle school students who are underrepresented, underserved andunderperforming in STEM subjects. NASA/GRC intends to purchase the services from Paragon Tec, Inc. under the authority ofFAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services WillSatisfy Agency Requirements. Paragon Tec, Inc. represents the only responsible sourcebecause it possesses a unique understanding of NASAs education goals, objectives andoutcomes and is the only source with the magnitude of experience required to complete themultifaceted effort within the required period of performance. The requirement will be awarded via task order under the existing SEMAA contract No.NNC07CB33C with Paragon Tec, Inc. The work represents a new work modification.THIS IS A SOLE SOURCE ANNOUNCEMENT.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Wednesday, June 2, 2010. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
