- This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W15QKN-10-T-0229 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 200541, Effective 13 May 2010. This solicitation is 100% set aside for small business. The associated NAICS code is 333999, size standard 500 employees. The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, has a requirement for equipment for the safe containment of energetic components testing, CLIN 0001 Explosive Containment System. The system shall be designed to test energetic components of net explosive weight up to 50 grams, not to include shape charge devices. The system shall have at least one door with an opening of at least 16 inches which can be secured and sealed to prevent blast pressure from escaping through the door opening. The system shall have at least one port of at least 6 inches for viewing, and command wires which run into the test chamber from outside the system. The system shall have a minimum contained volume of 3 cubic feet and shall have at least 16 inches of working area between opposite walls. If the system is cylindrical, the system shall be at minimum 16 inches in inner diameter. The system shall be vented to prevent overpressure and the vent shall be designed such that the system can be vented to the outdoors. The system shall be reusable. No training is required. The system shall be certified with a study based on DOD TM 5-1300 and that study shall be provided to the Government. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: technical description/specifications, delivery schedule, and price: all pricing quoted shall be F.O.B. destination. The system and certification study shall be delivered no later than 120 days after effective date of purchase order award. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their quote. All quoters must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA). CCR is located at www.ccr.gov and ORCA is located at http://orca.bpn.gov. FAR provision 52.212-1, Instruction to Offerors -- Commercial Items, applies to this acquisition. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The applicable clauses listed within 52.212-5 are: 52.203-6 Alt I, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, and 52.232-33. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The applicable clauses listed within 252.212-7001 are: 52.203-3, 252.203-7000, 252.225-7001, 252.227-7015, 252.227-7037, 252.232-7003, 252.247-7023 Alt III. Additional applicable DFARS clauses are 252.211-7003 and 252.232-7010. Quoters are required to provide their Contractors DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered shall be for that name and address provided by the Contractor. The Government plans to award a single firm fixed price purchase order as a result of this Request for Quotation (RFQ). This requirement is 100% set aside for small business. The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. Careful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. (1) Technical: The quoters technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Governments requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. In order for a quote to be deemed acceptable it must meet the following minimum criteria: 1. The system shall be designed to test energetic components of net explosive weight up to 50 grams, not to include shape charge devices. 2. The system shall be certified with a study based on Army TM 5-1300 that shall be delivered to the government. 8. The system and the certification study shall be delivered no later than 120 days after date of purchase order award. Price: The quoted price will be evaluated for reasonableness. Price of all areas will be added together to achieve one overall Price.
