- Title: ORCR Hazardous Waste Combustion Program Support THIS IS A SIMPLIFIED ACQUISITION; TOTAL SMALL BUSINESS SET-ASIDE SYNOPSIS This procurement is being solicited, offered, evaluated, and awarded using the simplified acquisition procedures in FAR Part 13, along with FAR Part 12, Acquisition of Commercial Items. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.2 and 12.6, and the procedures in FAR Part 13, as supplemented with additional information included in this notice. This solicitation, PR-HQ-10-00999 is issued as a Request for Quotes (RFQ). The North American Industry classification (NAICS) code is 541330 Engineering Services and the business size maximum is $4.5 Million. The solicitation document and incorporated provisions are those in effect through FAC 2005-30. The contemplated purchase order is a total small business set-aside. All small businesses shall provide a breakdown of pricing to demonstrate that at least 51% of contract performance shall be performed and incurred by the prime. All small businesses shall comply with FAR 52.219-14 Limitations on Subcontracting. All responsible small business sources may submit a quote which shall be considered by the Government. The purpose of this acquisition is to acquire technical support to the Office of Resource Conservation and Recovery to develop and implement emission standards for hazardous waste combustors (i.e., incinerators, cement kilns, lightweight aggregate kilns, industrial boilers, and hydrochloric acid production furnaces that burn hazardous waste) and for other thermal treatment-related regulatory activities. The emission standards shall be developed pursuant to section 112 of the Clean Air Act, which requires EPA to establish Maximum Achievable Control Technology (MACT) standards for major (and possibly area) sources of emissions of hazardous air pollutants. EPA contemplates a Time & Materials purchase order with a twelve month base period and two (2) twelve month option periods.
