Description
THIS IS NOT A SOLICITATION. This is a sources sought synopsis. The Social Security Administration is performing market research to identify capable HUBzone Small Business to upgrade a briefing and meeting studio. This briefing and meeting studio upgrade will allow for modern technology such as HD TVs, new sound systems and other equipment. All upgrades must be fully integrated into the existing system of computer equipment, and switches. This upgrade will be at the Social Security Administration (SSA) in Baltimore, MD. The applicable NAICS code is 334310 and the size standard is 750 employees. The upgrade requirements consist of the following: 1. Replacing the existing display wall system with a new display wall system to support a high definition (HD) display requirement. The existing system is designed for 4:3 NTSC standard definition display capability utilizing custom rear projection systems. Additionally, one of the existing systems is capable of supporting interactive white board capability. 2. An audio enhancement of Dolby digital surround sound to enhance the new high definition video requirement. 3. Control system modification The offeror shall be able to provide one- (1) 103" diagonal 16:9 plasma display. The 16:9 aspect ratio display shall have a viewing area of 50.3" x 89.3". Smaller or larger displays are not acceptable because of wall size and the need to make all components fit on the wall. The display shall support 1920 x1080 in native format for those sources and 1080i or 720P for other sources. Two- (2) displays shall be installed to augment the center display. Each display will be 65" professional plasma display, with a smart overlay to support interactive white board capability installed on the audience left display. Two- (2) HD pan/tilt cameras shall be installed in the display wall at a specified height to provide proper coverage of the conference room. A third camera shall be installed to support persons standing at the podium or front wall. One-(1) of the front cameras and the rear camera shall have a wide angle lens converter to support full room coverage. Each camera shall support analog component HD signals for the HD codec, composite video for the preview capability and S-video for the legacy S-video routing system. A HD component video router shall be provided to support proper routing of the cameras, codec and display outputs. A 2 nd PC interface shall be provided at the podium location to support the dual output card of the PC. The PC shall interface into the existing RGBHV switch. No audio is required with the 2 nd interface. The existing lobby display shall be replaced with a 1080P display. The display shall be 46" diagonal 1080P LCD display. The display shall support PC graphics, HD via analog component video and S-video connections. The LCD display shall connect to the existing system along with connection to the new HD router. The control system will require modification to control the new display. A professional Blu-Ray player is required to playback high-definition discs. The player shall be capable of playing back discs produced in BD-Video, BD-RE (BDMV), BD-R (BDMV) DVD-Video, DVD-R, DVD-RW, DVD+R, DVD+RW, CD, CD-R, CD-RW and file formats: DVD-R/ DVD-RW/ SD Memory Card (including SDHC)/ miniSD Card/ microSD, BD-R/ BD-RE/ DVD-R/DVD-RW/ CD-R/ CD-RW, BD-R/ BD-RE/ DVD-R/ DVD-RW/ CD-R/ CD-RW. The current control system shall be modified to accept the new DVD player. The player shall also connect to the existing audio/s-video system and direct connection via digital coaxial cable to the audio processor. The existing audio system shall be modified to support Dolby digital audio playback. A 7.2 Dolby digital system shall be proposed to provide playback of pre recorded Blu-Ray DVDs and simulated surround form existing playback sources. The amplifier shall support 7.2 Dolby digital connectivity and 135 watts per channel amplification. The front display wall shall support the left, center and right speakers. Two- (2) side mounted speakers and two- (2) rear speakers shall support the surround or effects audio. Additionally, two- (2) sub-woofers shall support the low end effects audio. The control system shall be modified to control the new equipment as well as the equipment additions. The control system and all associated touch panels shall be modified to control the new projectors, plasma display, DVD player, lobby LCD display, processor, codec and camera systems. The offeror shall provide a remote controllable black out screen for the observation room window. The shade shall cover the existing 48" x 72" window and integrate into the existing control system. The shade shall reside in a headerbox included with the shade attached to the window frame. All interested parties capable of providing these supplies and services are invited to submit information that includes company name, address, contact name, and telephone number, company literature, capability statement, experience, current Small Business, HUBZone certification from the SBA and any other pertinent data. Responses SHALL NOT exceed 10 pages. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. Instead, the knowledge obtained from information submitted will be factored into subsequent procurement set-aside determinations and/or solicitation requirements. No award will be made based on this synopsis. The information received will be used in SSA's assessment of capable sources. Requests for copies of a solicitation and/or telephone calls WILL NOT be honored or acknowledged. No cost or pricing data is required or requested.
