- NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention, National Center for Immunization and Respiratory Diseases, Atlanta, GA, hereby announces its intent to issue a contract to The University of Georgia Complex Carbohydrate Research Center (CCRC), 315 Riverbend Road, Athens, Ga, 30602 for critical, custom designed carbohydrate compounds required to complete experiments for optimization of assay methodology developed at the CDC. The objectives this acquisition will help the CDC achieve are to; a) Increase the sensitive of diagnostic assays for anthrax, b) Assess serological cross-reactivity of anthrax carbohydrate antigens, and c) Improve CDC's ability to define the medical needs and appropriate prophylaxis of an anthrax-exposed population following a bioterrorism event. The CCRC's services in compositional analysis and custom synthesis of complex carbohydrates are specifically designed and organized to optimize cooperation and collaboration among disciplines and researchers. UGA/CRCC's unique combination of structural analytic expertise of raw materials provided by CDC combined with their investigation-driven ability for rational, sequential synthesis of key anthrax carbohydrate structures is unavailable from any other vendor and is fundamental to the success of the project. For our specific needs this facility and its researchers are uniquely equipped to supply us with the requested products because they are able to meet our critical requirement of outstanding technical flexibility combined with highly specific scientific expertise in the biochemistry of bacterial cell wall and spore carbohydrates. Since our project objectives are a blend of basic and applied research on a tightly regulated select agent with a very strong emphasis on rapid development of medical countermeasures in the bioterrorism context, our requirements are unusual. The contractor must a) deliver structural information on chemical compounds extracted from unusually small quantities of bacterial cell wall and spores, b) use newly developed synthetic chemistry methodology to produce and test customized intermediates of complex carbohydrate structures and the final product in small quantities. The new synthetic chemistry strategy and methodologies are unique to the CCRC, have not been published and are not available in the public domain at this time. Aspects of the required synthetic structures and syntheses are patent pending by the UGA CCRC (US Patent 60/933,937; "Anthrax Carbohydrates, Synthesis and Uses Thereof"). This project is supported by justification for other than full and open competition to The University of Georgia Complex Carbohydrate Research Center under authority of 41 U.S.C., 253(c)(1) FAR 6.302-1 Note 22 applies herein. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Maria Shamburger, Procurement and Grants Office, 2920 Brandywine Rd, Atlanta, GA 30341, Reference 2010-82246. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.406-1(b)(1), negotiations will be conducted with The University of Georgia Complex Carbohydrate Research Center as the only source and a purchase order will be issued without any additional notices being posted.
