- The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus, OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project ZHTV0920402, Install Gas Fired Boiler PH 2, Facility 10822/8. Construct a structure to house the i nstallation of a 15 psig steam boiler, which is convertible to a 180 degree F hot water boiler when the HTHW conversion is complete. The boiler will be a water tube boiler with 4 500 MBH output minimum. Provide package duplex boiler feed system, boiler blow down separator, water softener and chemical feed system required for the boiler. This project requires an experienced contractor familiar with working in a secure building. The contractor should have flexibility with their work plan and be able to forecast their work. A 48 hour notice is required for access. An escort is required for all work in the NASIC Complex. This project will include an addition onto Building 10822/8 adjacent Room S191/8117 to house the new boiler. Existing utilities (high pressure steam lines, electric lines, water lines, storm drains) limit the location of the addition. The estimated magnitude for this entire project is between $250,000 and $500,000 The Air Force intends to award a contract with a period of performance of 154 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on 27 May 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email(preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
