Description
The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus, OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project ZHTV080035D4/080036D4, Provide Secondary Containment for pipeline off-loading Area POL Farm, and Repair Piping for Tanker off-loading Area. This project installs containment under the JP-8 fuel pipelines to contain fuel in case of spill from the pipelines and the off-loading fuel trucks and includes replacing and consolidating the existing piping system, supports and pumps. Work involves excavation of soil, testing of soil for contamination, disposing of contaminating soil to the approved EPA landfill. The construction of a concrete containment, and demolition of existing fuel piping and some pumps, including installation of new piping, supports and pumps. A contractor experienced in fuel related construction projects that require interaction with Federal and State Environmental agencies, is qualified to undertake the project. In addition, contractor must be capable of working with piping installations as well as concrete work. It is anticipated that a general contractor will experience in remediation effort, fuel piping installation, and familiar with working in jet fuel system environment, will be required to perform this work. There will be a short performance period as once work commences, no new fuel deliveries will be possible. Fuel contained in the tanks will be all that is available to support operations at WPAFB. The estimated magnitude for this entire project is between $500,000 and $1,000,000 The Air Force intends to award a contract with a period of performance of 180 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on 27 May 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email(preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
