This Market Survey is to determine availability and potential pricing of Non-Stock Items. This is NOT an RFQ. Please do not ship. Item must meet the specifications as indicated on the attached Item Purchase Descriptions (IPD). We will be seeking average United States pricing for all domestic shipping points. Purchase Order quantities will vary. The attached quantities are estimates only. NSN 7910-00-530-6260 CLEANER, VACUUM, ELECTRIC CLEANER, VACUUM, ELECTRIC: The cleaner shall be an upright tank type capable of being operated as either a blower or vacuum cleaner for wet or dry pickup. The cleaner shall operate on a single phase power source of 120 volts, at any frequency ranging from 50 to 400 Hz. The cleaner shall be in accordance with the following characteristics: Unit of issue - EA (one complete system to a package) Design and construction. The cleaner shall consist of a cover containing the operating head, a receptacle can, and a filter assembly. An air hose and attachments shall be included with each cleaner. The cleaner shall operate as a vacuum cleaner when the hose is connected to the air inlet and as a blower cleaner when the hose is connected to the outlet. The cleaner diameter shall not be greater than 14 inches excluding clamps and 23 inches in overall height. The weight of the cleaner, less hose and attachments, shall not be greater than 30 lb. The cleaner shall have an automatic cutoff switch to insure against overfilling during wet pickup. UL Conformance. The vacuum cleaner shall meet the applicable requirements of UL 1017. Receptacle can. The receptacle shall be cylindrical in shape. The cleaners shall have three locking clamps of chromium or zinc plated steel to provide an airtight attachment of the cover to the receptacle can. The filter assembly shall be mounted in the can. The air inlet hose adapter shall be attached to the receptacle can and shall be 1-1/2 inches inside diameter, chromium plated steel designed to engage a swivel type hose coupling. Operating head. The operating head shall be contained within the cover and shall consist of a motor, a blower fan, an air exhaust chamber and an outlet with a hose adapter. The blower fan shall be dynamically balanced as to revolve smoothly during operation, with no audible thumping vibrations. The hose adapter in the air outlet shall be nominal 1-1/2 inch inside diameter chromium plated steel. The hose adapter shall be capable of engaging a hose with a swivel type connector. The air outlet shall have a metal screen for the protection of the blower fan. The cover shall have a handle for lifting the cleaner. Filter assembly. Each vacuum cleaner shall be provided with a filter assembly consisting of a replaceable filter bag mounted on a metal frame. The bag shall be made of heavy felt and cambric or moleskin or equivalent, for screening the dust and dirt and permitting desired airflow. The filtered air shall bypass the motor and shall exhaust through the air outlet. Motor. The power input shall not exceed 1000 watts. The motor shall be cooled by a separate fan-forced system. Switch. The switch shall have two positions, ON and OFF, and shall be of the double pole, single-throw type to break both the line in OFF position and shall have ample capacity for the intended use. The switch shall be mounted on the operating head. Power cord. The power cord assembly shall have three conductors and a three-prong attachment plug, and shall have a minimum length of 15 feet. The cord length shall be measured from the point of exit from the machine to the point of entry into the attachment plug. A cord strain relief device shall be provided at point of entry of the cord into both the plug and unit. Provisions shall be made on the cleaner for conveniently storing the power cord. Hose and couplings. The hose length shall not be less than 8 feet and with a nominal 1-1/2 inches inside diameter flexible plastic hose reinforced with spirally coiled wire. A nominal 1-1/2 inch inside diameter swivel coupling shall be provided on one end for attaching the hose to the cleaner. The other end shall have a fitting 1-1/2 inch nominal inside diameter to accommodate the attachments. Attachments. The attachments shall consist of the following: 1 - Flat crevice nozzle, 2 inch by 1/2 inch opening, mitered end. 1 - Round brush, nominal 3-1/2 inches in diameter with nominal 3-1/2 inches in length of nylon filament. 1 - Floor brush, 8-5/8 inches ± 1/2 inch long for 1-1/2 inch hose. 1 - Switchboard brush, nominal 2 inches by 4 inches overall with brush bristles not less than 3/4 inch long. 1 - Straight tube with swivel coupling, 26 inches ± 1 inch long. With the exception of the floor brush, all hose attachments shall be made of electrically non-conducting, fire and impact resistant, high strength, reinforced material in accordance with manufacturer's standard commercial practice. The hose and attachment fittings shall not separate under a tensile force 25 lb. Performance. The cleaner shall be capable of maintaining the following minimum vacuum values through the hose: Vacuum-inches water Orifices-inches diameter 35 9/16 24 3/4 11 1 3 1-1/2 (wide open) Warning. A warning plate shall be attached to the cleaner with the following: "WARNING-USE WITH 120 VOLT, 50 TO 400-HERTZ AC." Noise limit. The noise level generated by the cleaner at normal operator ear positions shall be as low as practical but in no case shall exceed 85 dbA. Unit of Issue. Unit of issue is EA (one complete system to a package). Workmanship. The cleaner and all accessories shall be constructed, assembled, and finished in a manner to assure good quality equipment of a neat general appearance and free from imperfections which may affect durability, serviceability, and appearance. PRODUCT CONFORMANCE : The products provided shall meet the salient characteristics of this purchase description, conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. MARKING : Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. PREPARATION FOR DELIVERY : The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier. In the event a pallet or skid is used for shipping, the following notice shall apply: Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging : The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, "Guidelines for Regulating Wood Packaging Material in International Trade". Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment.
