Description
The National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), Developmental Therapeutics Program (DTP), Drug Synthesis and Chemistry Branch (DSCB) plans to procure the brand name JANUS Expanded Platform, 8-tip with Modular Dispense Technology (MDT) manufactured by PerkinElmer Health Sciences Inc.; 710 Bridgeport Avenue; Shelton, CT 06484-4794. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be four weeks from date of award. The Drug Synthesis and Chemistry Branch (DSCB) of the Developmental Therapeutics Program (DTP) of the Division of Cancer Treatment and Diagnosis (DCTD) of the National Cancer Institute (NCI) contracts to operate the NCI Chemotherapetic Agents Repository (NCI-CAR). The principal objective of this contract is to store and supply chemical standards and potential anti-cancer compounds to NCI researchers and the general research community. Specifically, the NCI-CAR is tasked with the receipt, storage, inventory, distribution, documentation, and control of all synthetic compounds, purified natural products, and bulk drugs for DTP. The distribution function includes the arraying of compounds into plated sets and distribution of the plated sets to researchers worldwide. Arraying of compounds is performed with the aid of a liquid handling system also known as a plating robot. The current robot that is used for this function is nearing the end of its useful life and in need of replacement. The lab has determined salient characteristics for the replacement system to allow researchers to complete the work for the Repository. The following Salient Characteristics required for the lab are available solely through the JANUS Expanded Platform. The following salient characteristics apply to the JANUS Expanded Platform, 8-tip with MDT: 1. Compatible with falcon tubes 2. Reagent pump feed capability 3. Plate sealer capability 4. 8-tip capability 5. Multiprobe and minitrak capabilities 6. Dimensions: 62" L x 32" W x 32" (fits in the space allotted in the laboratory) PerkinElmer Health Sciences is the sole manufacturer of the JANUS Expanded Platform, 8-tip with Modular Dispense Technology (MDT) which is the only system known to the NCI capable of performing the required tasks. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 3, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
