Description
The National Park Service (NPS), Department of Interior, is soliciting proposals for all 8(a) construction firms having the capability to perform the work described below. The solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. This site benefits not only the contractor by allowing him or her to maintain an accurate and complete record but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen. You are strongly encouraged to register in ORCA in responding to this solicitation. You are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. Proposed Issue Date: On/about June 4, 2009Title of Project: Remove Arsenic from Drinking WaterLocation: Lake Mead National Recreation Area, Nevada and Arizona Description: The purpose of this project is construction of a new water treatment plant(s) at Temple Bar, AZ and at Cottonwood Cove, NV, both to remove arsenic from groundwater. The project includes site work, structures, adsorptive media filtration treatment system, electrical and mechanical features, controls and alarms, and all components needed to provide treatment for arsenic removal at the Temple Bar (Mohave County) Arizona, and the Cottonwood Cove (Clark County) Nevada developed areas of Lake Mead NRA. This treatment will afford the Lake Mead National Recreation Area the capability to comply with law relative to the revised arsenic rule (of the Safe Drinking Water Act), which became effective January 23, 2006. Treatment consists of pre-filtration to remove sand, chlorine injection to oxidize arsenic and disinfect the water supply, adsorptive media filtration to remove arsenic, and additional chemical injection to inhibit corrosion in the distribution system. The existing treated water storage tanks at both sites will remain in operation and the water treatment plants are located near the existing water storage tanks at each site. The water treatment plants will be constructed using sustainable design and construction. Building construction and long term heating and cooling costs are minimized by placing the primary treatment equipment, adsorptive media filters, under a shade structure rather than enclosing them in a conditioned space. Installation of photovoltaic panels will offset a portion of each water treatment plant's energy consumption. Building architecture is consistent with Park standards, while matching the surrounding environment to the greatest degree possible. The Construction Contractor is responsible for maintaining water supply during construction. Temporary water outages will be restricted during construction and startup to strategically planned periods in order to maintain the convenience of continuing park operations. The project schedule and sequencing shall provide for continuous water supply. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price as stated in the solicitation. Estimated price range: $3.0M to $4.0M Time for completion, 300 calendar days; actual date will be established at the time proposal documents are available. All responsible 8(a) sources may submit an offer that will be considered.NAICS: 237110 It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.
