Description
The Ship Engineering and Analysis Technology (SEATech) Center, Code 3140, of the Naval Surface Warfare Center Carderock Division (NSWCCD), provides hardware and software resources required by the naval technical community. The current procurement is for renewal of ANSYS Fluent computational fluid dynamics (CFD) analysis and supporting software. The licenses are for one year. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to ANSYS, Inc., Canonsburg, PA 15317. The small business set-aside has been dissolved. The contractor has unique qualifications when regarding this product. Fluent has unique capabilities such as analysis of two-fluid flows, usage of mesh adaptation, and availability of particular turbulence models. Several Navy projects are relying on the capabilities of Fluent for their analyses. Award to any other source through competition is not possible because ANSYS Inc. is the sole owner, developer, maintainer, and distributor of Fluent software. Therefore, ANSYS Inc. is the sole supplier. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 06/04/2010, referencing RFQ N00167-10-T-0083.
