REQUEST FOR PROPOSAL (RFP)ARMY NATIONAL GUARDINDEPENDENT VERIFICATION & VALIDATION (IV&V)/PROGRAM MANAGEMENT Office (PMO) SUPPORT/TECHNOLOGY, SCIENCE & ENGINEERING (TSE) SUPPORT AND ACQUISITION SUPPORTRFP #N10PS1812620 MAY 2010 INTRODUCTIONThe Department of Interior, Acquisition Service Directorate Herndon (AQD-Herndon) Procurement is issuing the subject Request for Proposal (RFP) on behalf of the Army National Guard (ARNG). AQD-Herndon is a Federal Franchise Fund Contracting Office within the Department of Interior under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. This RFP may be accessed via the AQD website at: http://www.aqd.nbc.gov/Business/openmarket.aspx REQUIREMENTThe Army National Guard (ARNG) requires broadly defined Acquisition and Program Management support for current and future requirements in support of the ARNG mission. It is necessary to have an independent and conflict-of-interest-free Program Management and Acquisition function. The program management function will provide: Systems Engineering, Technical Support, and Independent Verification and Validation (IV&V) supporting a wide-range of systems engineering and technical assistance requirements identified below. The services performed will support the National Guard Bureau (NGB) and other DoD communities as directed. The requirement is more fully described in the attached PWS. The Government is contemplating a multiple award IDIQ for a period of performance of five years. This requirement is being conducted as a commercial requirement competed under FAR Parts 12 and 15. HOW TO RESPONDProposal Questions and Answers Offerors may submit questions in writing via email to the Government as indicated below no later than the date specified in the table below. The Government will not accept any questions submitted by any other means, such as voice mail or facsimile. Offeror shall mail (e.g. US Mail, FedEx, UPS, etc.) or hand-deliver their proposals. Hand-delivered proposals must be presented to the Guards desk in the building at 381 Elden Street, Herndon VA. The Guard at the desk will notify Department of Interior /AQD contracting personnel in the building who will physically accept the proposals. The Guard at the desk is not authorized to accept proposals.
