- The purpose of Amendment 1 to BAA W31P4Q-10-R-0120 is to correct the email address for submission of concept papers, provide answers to the questions submitted on the BAA, and reiterate the fact that questions will not be answered unless they are submitted in writing to the point of contract listed in the BAA. A. The email address for submission of concept papers is corrected from REDS.NEC.BroadAgency@us.army.mil to REDS.NEC.BroadAgency01@us.army.mil. Any concept papers that were submitted under the previous address will need to be resent to the corrected email address. B. Questions: 1. Question: When can concept papers be submitted? 1. Answer: Concept papers may be submitted from the issuance of the announcement thru 6 May 2015. 2. Question: If possible, could you please provide ARMDEC WDI government subject matter experts? 2. Answer: No, the Government will not provide points of contact or subject matter experts. 3. Question: Can you provide us any guidance as to the TRL of the proposed work. E.g., are you seeking early development at TRL's 2-4, and/or will you consider a proposal that takes relevant technology through TRLs 5-6? 3. Answer: We will evaluate any concept paper that proposes to develop, enhance, design, etc. any applicable component, subsystem or system that is innovative, state of the art, etc. If the proposed program is in the TRL 2-4 range, a path to increase the TRL to 5-6 can be identified in the proposal in a event a formal proposal is requested. 4. Question: I was curious if BAA # W31P4Q10R0120 was a new requirement or if an incumbent is currently working on this project? If there is an incumbent, would you be able to provide me with their name(s) and contract number(s)? That would be most helpful. 4. Answer: This is an announcement for new innovative technologies in research and development therefore there is no incumbent. 5. Question: Could you tell me by when a Stage 1 Concept Paper should be submitted on the above BAA Solicitation Topic. 5. Answer: A concept paper can be submitted at any time until the closing date on the BAA. 6. Question: The above referenced solicitation lists education institutions, nonprofit organizations, and public or private organizations proposals are sought. What is the definition of public or private organizations? Does that include private owned small business? 6. Answer: The definition of any public organization is one that sells stock, bonds, etc. to the general public, while a private organization does not sell stock to the general public. Yes, that includes private owned small businesses. C. Interested Parties are reminded that all questions or requested for additional information on the BAA must be submitted via email and reference the BAA number in the subject of the email. Responses will not be provided for any questions, or requests for additional information that are not submitted in writing. D. No changes have been made to this BAA other than those expressly stated in this amendment (Amendment 1).
