Description
The Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base (WPAFB) has a requirement for Small Business Innovation Research (SBIR) Commercialization Pilot Program (CPP) Transition Support Services. The purpose of this contract is to provide technical support to the AF SBIR Program Office to facilitate transition of SBIR- developed products into use by AF acquisition programs. The intent of this effort is not to address the full range of technology development issues facing particular programs. The contractor will require to possess detailed knowledge of the Air Force SBIR Program. The support will require strong aerospace engineering expertise, significant business acumen, clarity in communicating technical information, and excellent technical writing/editing skills. The contractor will be within 30 miles commuting distance of each of the four AF Product Centers (Los Angeles Air Force Base (AFB), Wright-Patterson (WPAFB), Hanscom AFB, and Eglin AFB). Additional transition support is necessary for the three Air Logistics Centers located at Robins AFB, Tinker AFB, and Hill AFB, although, the support person does not have to be located near any one of these locations. In order to provide effective transition support to all critical stakeholders, the offerer must have a strong understanding of how to work with major contractors, Department of Defense (DOD) employees (specifically AF), small businesses, and local and state agencies. The offeror will be required to have a strong understanding of the issues associated with commercializing new technologies within the DoD as well as non-DoD markets. The offeror will be required to coordinate closely with the Air Force SBIR Program Team to include other support contractors such as the AF SBIR Information Technology (IT) support contractor, and the AF SBIR Program Management support contractor. The AF initiates 10 to 12 Industry and 2 PEO workshops per year. This effort requires the Prime contractor to have an active Secret Facility Clearance on the first day of contract performance. This action will be awarded as an Firm Fixed Price (88%) and Time & Material (12%) contract. The period of performance will be 18 August 2010 through 17 August 2011. There will be four one-year option periods potentially extending the period of performance through 17 August 2015. This competition is restricted to small business concerns. All respondents must meet the small business certification requirements under the North American Industry Classification System (NAICS) code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), 500 employees, as of the date of their proposal and the date of contract award. If any teaming arrangement is proposed, then the certified small business must be the prime contractor and perform at least 51% of the work. Please note the attachment Performance Plan is not an official part of the agreement/contract and is subject to unilateral change by the Government.
