Description
This is a notice of intent from the Naval Air Systems Command (NAVAIR) to conduct a full and open competition in accordance with the requirements stated in Federal Acquisition Regulation (FAR) Part 15 for the procurement of Government Owned, Contractor Operated (GOCO) Cargo Unmanned Aircraft System (UAS) services using slung loads of a minimum of 750 pounds and the purchase and delivery a limited number of UAS systems to meet the service requirements (anticipated to be approximately 2 or 3 UASs and associated ground support equipment). The UAS must have been flight demonstrated at the complete system level to prove capability to support deployed operational units in accordance with the attached requirements for Immediate Deployment. NAVAIR anticipates issuing a fixed price contract to include a base period for the pre-deployment preparation effort, including training, and a priced option for a six month period of performance to include the actual deployment effort. The Government may award one or multiple contracts to satisfy NAVAIR's need to fulfill the immediate Cargo UAS services requirements using a Lowest Cost, Technically Acceptable approach. Tasks performed under this contract will include all engineering, technical, program management, maintenance and operation services to the United States Marine Corps Unmanned Aerial Vehicle Squadron (VMU), Cargo UAS Detachment. This service encompasses all maintenance, flight planning, flight operations of the Cargo UAS while deployed in OCONUS combat areas or other OCONUS cargo delivery missions as determined by the MAGTF commander. The contractor shall be required to provide the Cargo UAS capability, performing to the requirements stated within the solicitation within 180 days of contract award. All equipment required to perform the service, other than any Government Furnished Property (listed in the Statement of Work) shall be furnished by the contractor. Contractors can expect to be embedded with the VMU supporting the 1st Marine Expeditionary Force, Forward (I MEF, Forward). FOR PLANNING PURPOSES The purpose of this notice is to provide industry with an updated Draft Request for Proposal (DRFP) for a Cargo UAS Services Contract. Presently the Technical Performance Specification, the Cargo UAS Services Statement of Work and associated CDRLs and the projected Contract Line Item Number (CLIN) structure (Section B) are available for review and may be obtained by contacting the NAVAIR Contract Specialist via a letter or e-mail for an electronic copy (see below for address and e-mail information). Prospective offerors that are interested in discussing the draft documents may request a one-on-one meeting, to be held NLT 09 June 2010, by contacting the NAVAIR Contract Specialist. Questions and concerns regarding the Cargo UAS services may be provided to the Contract Specialist. A hard copy and an electronic version should be sent to Diana K. Harritt, NAVAIR, Building 2272, 47123 Buse Road, Unit IPT, Room 155, Patuxent River, MD 20670 and electronically to Diana.Harritt@navy.mil. The Government will review all comments received prior to the release of the formal Request For Proposal (RFP), but will only post responses if deemed necessary. No response will be provided to any question or comment with proprietary or restrictive markings. The Government may have a Pre-proposal conference prior to the release of the RFP. If a Pre-proposal conference is deemed necessary, a FEDBIZ announcement will be posted two weeks prior. When additional portions of the draft solicitation become available, they will be posted on the NAVAIR solicitation webpage located on the World Wide Web (www). The www address or Uniform Resource Locator (URL) for the NAVAIR solicitation webpage is as follows: http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to the availability of the draft solicitation for downloading at this webpage, the Navy will also post notification of the solicitation release and any release of subsequent amendments via the FEDBIZOPS website. This synopsis is published for information purposes only (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). There are no commitments by the Government to issue any solicitations, make an award or awards or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
